In accordance with Part 5 of Article 59 of the Federal Law of December 29, 2012 N 273-FZ "On Education in the Russian Federation" (Collection of Legislation Russian Federation, 2012, N 53, article 7598; 2013, No. 19, No. 2326)

I order:

1. Approve the attached procedure for conducting the state final certification for educational programs of secondary vocational education.

2. Recognize as invalid:

order of the Ministry of Education of the Russian Federation of November 1, 1995 N 563 "On approval of the Regulations on the final certification of graduates of institutions of primary vocational education and the Regulations on obtaining primary vocational education in the form of external studies" (registered by the Ministry of Justice of the Russian Federation on March 1, 1996, registration N 1043) ;

Appendix

I. General provisions

1. The procedure for conducting the state final certification for educational programs of secondary vocational education (hereinafter referred to as the Procedure) establishes the rules for organizing and conducting organizations that carry out educational activities on educational programs of secondary vocational education (hereinafter - educational organizations), the state final certification of students (cadets) (hereinafter - students, graduates), completing the development of state-accredited basic professional educational programs of secondary vocational education (training programs for skilled workers, employees and training programs mid-level specialists) (hereinafter referred to as educational programs of secondary vocational education), including forms of state final certification, requirements for the use of training and education tools, means of communication during the state final certification, requirements for persons involved in the state final certification, the procedure filing and consideration of appeals, changes and (or) cancellation of the results of the state final certification, as well as the features of the state final certification for graduation sknikov from among persons with handicapped health.

2. Ensuring the state final certification for educational programs of secondary vocational education is carried out by educational organizations.

3. Educational organizations use the means necessary for organizing educational activities during the state final certification of students.

4. Students and persons involved in the state final attestation are prohibited from having and using means of communication during its conduct.

5. Persons who are mastering the educational program of secondary vocational education in the form of self-education or who have studied according to an educational program of secondary vocational education that does not have state accreditation, have the right to pass externally the state final certification in educational organization carrying out educational activities in accordance with the state accredited educational program of secondary vocational education, in accordance with this Procedure.

II. State Examination Commission

6. In order to determine the conformity of the results of mastering educational programs of secondary vocational education by students with the relevant requirements of the federal state educational standard of secondary vocational education, the state final certification is carried out by state examination boards, which are created by an educational organization for each educational program of secondary vocational education implemented by an educational organization.

The State Examination Commission is formed from teaching staff of an educational organization, persons invited from third-party organizations, including teaching staff, representatives of employers or their associations, whose activities correspond to the field professional activity for which graduates are preparing.

In the case of a demonstration exam, the state examination commission also includes experts from the Union "Agency for the Development of Professional Communities and Workforce "Young Professionals (WorldSkills Russia)" (hereinafter referred to as the Union).

The composition of the state examination commission is approved by the administrative act of the educational organization.

7. The State Examination Commission is headed by the Chairman, who organizes and controls the activities of the State Examination Commission, ensures the unity of the requirements for graduates.

The chairman of the state examination commission is approved no later than December 20 of the current year for the next calendar year (from January 1 to December 31) by the local government municipal district and the city district, the executive authority of the constituent entity of the Russian Federation, the federal executive authority in charge of the educational organization, respectively, on the proposal of the educational organization. The chairman of the state examination commission of a private educational organization is approved by the executive authority of the constituent entity of the Russian Federation, which carries out public administration in the field of education, on the territory of which a private educational organization is located, on the proposal of a private educational organization.

The chairman of the state examination commission of an educational organization approves a person who does not work in an educational organization, from among:

heads or deputy heads of organizations engaged in educational activities corresponding to the field of professional activity for which graduates are preparing;

8. The head of the educational organization is the deputy chairman of the state examination commission. In the event of the creation of several state examination commissions in an educational organization, several deputy chairmen of the state examination commission are appointed from among the deputy heads of the educational organization or pedagogical workers.

9. The State Examination Commission is valid for one calendar year.

III. Forms of the state final certification

10. The forms of the state final certification for educational programs of secondary vocational education in accordance with the federal state educational standards of secondary vocational education are the defense of the final qualification work and (or) the state (s) exam (s), including in the form of a demonstration exam.

11. The final qualifying work contributes to the systematization and consolidation of the graduate's knowledge of the profession or specialty in solving specific problems, as well as determining the level of preparation of the graduate for independent work.

12. Depending on the mastered educational program secondary vocational education and in accordance with the federal state educational standard secondary vocational education final qualifying work is performed in the following forms:

graduation practical qualifying work and written examination paper or a demonstration exam - for graduates mastering training programs for skilled workers, employees;

graduate work(thesis project) and (or) demonstration exam - for graduates mastering the training programs for mid-level specialists.

13. Topics of final qualifying works are determined by the educational organization. The student is given the right to choose the topic of the final qualifying work, including the proposal of his subject with the necessary justification for the expediency of its development for practical application. At the same time, the subject of the final qualifying work must correspond to the content of one or more professional modules included in the educational program of secondary vocational education.

To prepare the final qualifying work, the student is assigned a supervisor and, if necessary, consultants.

Assignment to students of the topics of final qualifying works, appointment of managers and consultants is carried out by the administrative act of the educational organization.

14. The state exam for a separate professional module (interdisciplinary course, discipline) determines the level of mastering the material provided for by the curriculum by the student and covers the minimum content of this professional module (interdisciplinary course, discipline) established by the relevant federal state educational standard of secondary vocational education.

14_1. The demonstration exam provides for the simulation of real production conditions for graduates to solve practical problems of professional activity.

15. The program of the state final certification, the methodology for evaluating results, the requirements for final qualifying works, tasks and the duration of state exams are determined taking into account the approximate basic educational program of secondary vocational education and are approved by the educational organization after their discussion at a meeting of the pedagogical council of the educational organization with the participation of chairmen of the state examination commissions.

Demonstration exam tasks are developed on the basis of professional standards (if available) and taking into account assessment materials (if available) developed by the union.

16. The state final certification of graduates cannot be replaced by an assessment of the level of their preparation based on the current monitoring of progress and results intermediate certification.

16_1. Results of the winners and prize-winners of the championships professional excellence, conducted by the union or the international organization "WorldSkills International", mastering educational programs of secondary vocational education, are counted as an "excellent" grade in the demonstration exam.

IV. The procedure for conducting the state final certification

17. A student who does not have an academic debt and who has fully completed the curriculum or individual curriculum for the mastered educational program of secondary vocational education is allowed to the state final certification.

18. The program of the state final certification, the requirements for final qualification works, as well as the criteria for assessing knowledge approved by the educational organization, are brought to the attention of students no later than six months before the start of the state final certification.

18_1. The educational organization provides preliminary briefing of graduates directly at the place of the demonstration exam.

19. Surrender state exam and defense of final qualifying works (with the exception of works on closed topics) are held at open meetings of the state examination commission with the participation of at least two-thirds of its members.

20. The results of any of the forms of the state final certification are determined by the marks "excellent", "good", "satisfactory", "unsatisfactory" and are announced on the same day after the protocols of the meetings of the state examination commissions are drawn up in the prescribed manner.

21. Decisions of the state examination commissions are taken at closed meetings by a simple majority of votes of the members of the commission participating in the meeting, with the obligatory presence of the chairman of the commission or his deputy. In case of an equal number of votes, the voice of the chairman of the meeting of the State Examination Commission is decisive.

22. Persons who have not passed the state final certification for a good reason are given the opportunity to pass the state final certification without being expelled from the educational organization.

Additional meetings of the state examination commissions are organized within the time limits established by the educational organization, but no later than four months after the application is submitted by a person who did not pass the state final certification for a good reason.

23. Students who have not passed the state final attestation or who have received unsatisfactory results at the state final attestation, pass the state final attestation no earlier than six months after passing the state final attestation for the first time.

To pass the state final attestation, a person who has not passed the state final attestation for an unexcused reason or who has received an unsatisfactory grade at the state final attestation is reinstated in an educational organization for a period of time established by the educational organization independently, but not less than that provided for by the calendar training schedule for passing the state final attestation of the corresponding educational program of secondary vocational education.

Re-passing the state final certification for one person is appointed by the educational organization no more than two times.

24. The decision of the state examination commission is drawn up in a protocol, which is signed by the chairman of the state examination commission (in the absence of the chairman, his deputy) and the secretary of the state examination commission and is stored in the archive of the educational organization.

V. The procedure for conducting state final certification for graduates from among persons with disabilities

25. For graduates from among persons with disabilities, the state final certification is carried out by an educational organization, taking into account the characteristics of the psychophysical development, individual capabilities and health status of such graduates (hereinafter referred to as individual characteristics).

26. When conducting the state final certification, the following general requirements are observed:

carrying out the state final certification for persons with disabilities in the same classroom together with graduates who do not have disabilities, if this does not create difficulties for graduates in passing the state final certification;

the presence in the audience of an assistant who provides graduates with the necessary technical assistance, taking into account their individual features(take workplace, move around, read and complete the task, communicate with members of the state examination committee);

use of the technical means necessary for graduates when passing the state final certification, taking into account their individual characteristics;

ensuring the possibility of unimpeded access of graduates to classrooms, toilets and other premises, as well as their stay in these premises (the presence of ramps, handrails, extended doorways, elevators, in the absence of elevators, the audience should be located on the first floor, the presence of special chairs and other devices).

27. Additionally, when conducting the state final certification, the following requirements are ensured, depending on the categories of graduates with disabilities:

a) for the blind:

tasks to be completed, as well as instructions on the procedure for the state final certification, are drawn up in Braille or in the form of an electronic document accessible using a computer with a specialized software for the blind, or read by an assistant;

written tasks are performed on paper in Braille or on a computer with specialized software for the blind, or dictated to an assistant;

graduates to complete the task, if necessary, are provided with a set of writing instruments and paper for writing in Braille, a computer with specialized software for the blind;

b) for the visually impaired:

individual uniform illumination of at least 300 lux is provided;

graduates to complete the task, if necessary, are provided with a magnifying device;

tasks to complete, as well as instructions on how to conduct state attestation are formatted in larger font;

c) for the deaf and hard of hearing with severe speech impairments:

the presence of sound amplifying equipment for collective use is provided, if necessary, sound amplifying equipment for individual use is provided;

at their request, the state examination may be conducted in writing;

e) for persons with disorders of the musculoskeletal system (with severe disorders of the motor functions of the upper limbs or the absence of upper limbs):

written tasks are performed on a computer with specialized software or dictated to an assistant;

at their request, the state examination may be conducted orally.

28. Graduates or parents (legal representatives) of minor graduates, no later than 3 months before the start of the state final certification, submit a written application on the need to create special conditions for them during the state final certification.

IV. The procedure for filing and considering appeals

29. According to the results of the state certification, a graduate who participated in the state final certification has the right to submit a written appeal to the appeal commission about the violation, in his opinion, of the established procedure for conducting the state final certification and (or) disagreement with its results (hereinafter referred to as the appeal).

30. An appeal is submitted personally by a graduate or parents (legal representatives) of a minor graduate to the appeal commission of an educational organization.

An appeal for violation of the procedure for conducting the state final attestation is filed directly on the day of the state final attestation.

An appeal of disagreement with the results of the state final attestation is filed no later than the next business day after the announcement of the results of the state final attestation.

31. The appeal is considered by the appeal commission no later than three working days from the moment of its receipt.

32. The composition of the appeal commission is approved by the educational organization simultaneously with the approval of the composition of the state examination commission.

33. The Appeals Commission consists of a chairman, at least five members from among the teaching staff of an educational organization who are not included in this academic year in the composition of the state examination commissions and the secretary. The chairman of the appeal commission is the head of the educational organization or a person who, in accordance with the established procedure, performs the duties of the head of the educational organization. The secretary is elected from among the members of the appeal commission.

34. The appeal is considered at a meeting of the Appeal Commission with the participation of at least two thirds of its members.

The chairman of the corresponding state examination commission is invited to the meeting of the appeal commission.

The graduate who filed the appeal has the right to be present during the consideration of the appeal.

One of the parents (legal representatives) has the right to be present with a minor graduate.

These persons must have identification documents with them.

35. Consideration of an appeal is not a retake of the state final certification.

36. When considering an appeal on violation of the procedure for conducting the state final certification, the appeal commission establishes the reliability of the information contained in it and makes one of the decisions:

on the rejection of the appeal, if the information contained in it about violations of the procedure for conducting the state final certification of the graduate was not confirmed and / or did not affect the result of the state final certification;

on the satisfaction of the appeal, if the information contained in it about the violations of the procedure for conducting the state final certification of the graduate was confirmed and affected the result of the state final certification.

In the latter case, the result of the state final certification is subject to cancellation, in connection with which the protocol on the consideration of the appeal is submitted to the state examination commission no later than the next working day for the implementation of the decision of the commission. The graduate is given the opportunity to pass the state final certification in the additional terms established by the educational organization.

37. To consider an appeal on disagreement with the results of the state final certification obtained during the defense of the final qualification work, the secretary of the state examination commission, no later than the next working day from the date of receipt of the appeal, sends the final qualification work to the appeal commission, the minutes of the meeting of the state examination commission and the conclusion of the chairman of the state the examination committee on compliance with procedural issues in the defense of the graduate who filed the appeal.

To consider an appeal on disagreement with the results of the state final certification obtained during the state exam, the secretary of the state examination commission, no later than the next working day from the date of receipt of the appeal, sends to the appeal commission the minutes of the meeting of the state examination commission, the written answers of the graduate (if any) and the conclusion Chairman of the State Examination Commission on compliance with procedural issues during the state examination.

38. As a result of consideration of the appeal on disagreement with the results of the state final attestation, the appeal commission decides to reject the appeal and save the result of the state final attestation or to satisfy the appeal and issue a different result of the state final attestation. The decision of the appeal commission is submitted to the state examination commission no later than the next working day. The decision of the appeal commission is the basis for the cancellation of the previously issued results of the state final certification of the graduate and the presentation of new ones.

39. The decision of the appeal commission is made by a simple majority of votes. In case of an equal number of votes, the voice of the chairman of the meeting of the appeal commission is decisive.

The decision of the appeal commission is brought to the attention of the graduate who filed the appeal (against signature) within three working days from the date of the meeting of the appeal commission.

40. The decision of the appeal commission is final and not subject to revision.

41. The decision of the appeal commission is drawn up in a protocol, which is signed by the chairman and secretary of the appeal commission and stored in the archive of the educational organization.

Technology of preparation for the State final certification of graduates

professional educational organizations for vocational education programs based on new regulations

In connection with the introduction of the Federal Law-273 "On Education in the Russian Federation" dated December 29, 2012, the procedure for conducting the state final certification (hereinafter referred to as the GIA) of graduates of professional educational organizations of secondary vocational education is being changed.

Let's analyze the changes that have affected the organization of the state final certification of graduates who studied under educational programs of secondary vocational education, including training programs for mid-level specialists (formerly SPO) and training programs for skilled workers, employees (formerly NGO):

1. The regulatory framework for the state final certification has changed.

Now, when preparing and conducting the state final certification of graduates in educational programs of secondary vocational education (training programs for mid-level specialists and training programs for skilled workers, employees), it is necessary to be guided by the following documents:

Federal Law No. 273-FZ of December 29, 2012 "On Education in the Russian Federation";

Federal state standard of secondary vocational education in the specialty;

Federal state standard of secondary vocational education by profession (as amended in 2013);

Order of the Ministry of Education and Science of the Russian Federation of August 16, 2013 No. No. 968 “On approval of the procedure for conducting state final certification for educational programs of secondary vocational education”;

Order of the Ministry of Education and Science of the Russian Federation of June 14, 2013 No. No. 464 "On approval of the procedure for organizing and implementing educational activities in educational programs of secondary vocational education";

The GIA program, requirements for final qualifying works, criteria for assessing knowledge are approved by the director after their discussion at a meeting of the pedagogical council with the participation of the chairman of the SEC and are brought to the attention of graduates no later than 6 months before the start of the GIA (p. 15, 18).

The leading cycle commission in the specialty annually develops and approves the head of the educational institution after discussion at a meeting of the council of the educational institution with the participation of the chairman of the State Attestation Commission, the Final State Attestation Program, which is brought to the attention of the student no later than six months before the start of the IGA.

There is no requirement to develop an IA Program.

The terms and procedure for re-passing the State Examination by different categories of graduates have been established, the maximum number of repeated State Examinations has been determined - no more than 2 times (p. 23).

For students who did not pass the IGA for a good reason, the head of the educational institution of secondary vocational education may extend the period of study until the next period of work of the state attestation commission, but not more than for one year;

student who did not pass within due date training certification tests, which are part of the final state certification, are expelled from the educational institution; re-passing the IGA - not

not earlier than the next period of work of the SAC.

The procedure for re-passing the IA is proposed to be determined by the educational institution itself, taking into account the fact that the AK works once a year.

Appeal

The concept of appeal was introduced;

There is no concept of appeal. There is no provision for filing an appeal.

There is no concept of appeal; re-attestation is provided for by an attestation commission of a different composition in the event of disagreements between the members of the AC or the graduate disagrees with the assessment.

There is no requirement to create an appeal commission

Based on the regulatory documents of the Ministry of Education and Science of the Russian Federation, an educational organization develops a State Final Attestation Program, which is its main document regulating and methodically accompanying the final procedure for implementing an educational program. An approximate layout of the Program is given in Appendix No. 1.

It should be noted that, until recently, the local act “Regulations on the State Final Attestation of Graduates”, developed by many educational institutions, from a legal point of view, has no right to exist, because. can be regarded as an excess of educational organization of its powers: the procedure for conductingstate final certification in state educational institutions, culminating in the issuance of a state document on education, is established only by the state. We also draw the attention of colleagues to the fact that by order of the Ministry of Education and Science of the Russian Federation dated August 16, 2013 No. 968, as well asother documents do not regulate the financial costs of organizing the state final certification. Taking into account all these circumstances, the State Final Attestation Program should be spelled out in great detail, including directly or indirectly the issues of payment for the management of the final qualification work, payment for the work of members of the state examination committee and reviewers, etc. As a basis, one can take the standards contained in earlier documents and recommendations of the Russian Ministry of Education and Science, as well as the actual standards established empirically. In this case, it is desirable not to exceed the previous indicators, i.e. do not allocate more than 1 academic hour for the defense of the WRC under the SSSP program, and more than 5 hours for reviewing the WRC. In addition, the establishment of time standards should be treated differently: for example, reviewing a WRC in the form of a graduation project requires more time than reviewing a WRC in the form of a thesis, because includes checking, for example, the graphic or calculation part.

It is also necessary to take into account the fact that in 2014 and 2015 in some professional educational organizations there will still be graduates according to the State Educational Standard SPO-2 (first of all, this applies to technical specialties of basic and advanced levels). The forms and types of the state final certification there remain the same, but the content of the State final certification program is updated: we add new sections, reflect all the new, modern moments contained in the order of the Ministry of Education and Science of the Russian Federation No. 968 (as amended).

2. Form and type of state final certification

2.1. State final certification under the training program for mid-level specialists(code, name) is carried out in the form of defense of the final qualifying work.

2.2. Final qualifying workcontributes to the systematization and consolidation of the graduate's knowledge in the specialty in solving specific problems, as well as clarifying the level of preparation of the graduate for independent work.

2.3. The final qualifying work on the educational program (code, name) is performed in the formthesis/thesis project (choose).

2.4. For the state final certification, a graduate can submit a portfolio of individual educational (professional) achievements, indicating the assessment of his qualifications (certificates, diplomas and diplomas based on the results of participation in olympiads, competitions, exhibitions, characteristics from the place of internship or from the place of work, etc. ).

4. Conditions for the preparation and procedure for the state final certification of graduates

4.1. Preparation period

4.1.1. At least 6 months before the state final certification, the teachers of the issuing cyclic commission are developed, approved by the director of the college after discussion at a meeting of the pedagogical council with the participation of the chairman of the state examination commission and educational part brought to the attention of graduates:

Program of the state final certification;

Requirements for the final qualifying work;

Criteria for evaluating final practical qualifying work;

Criteria for evaluating the written examination work.

4.1.2. Topics of the final qualifying work, corresponding to the content of one or more professional modules included in the educational program, are considered at a meeting of the issuing cyclic commission, agreed with the Deputy Director for CPD.

4.1.3. The graduate is given the right to choose the topic of the final qualifying work, as well as the right to propose his own topic with the necessary justification for the expediency of its development for practical application.

4.1.4. Assignment of WRC topics (with indication of supervisors and deadlines) for students of graduation groups is made out by order of the director.

4.1.5. According to the approved topics, individual tasks are developed for each graduate. Assignments are considered by the relevant subject (cycle) commissions, signed by the head of the WRC and approved by the deputy director for educational (training and production) work.

4.1.6. Assignment to graduates of the themes of final qualifying works, appointment of managers and consultants is carried out by order of the director of the college no later than 2 weeks before entering the undergraduate practice.

4.1.7. At the stage of preparation for the state final certification, the following documents and forms are prepared to ensure the work of the SEC:

Order with the approval of the Chairman of the State Examination Commission (on the proposal of the candidate by the college);

Order on the composition of the state examination commission;

Order on the composition of the appeal commission;

Order on fixing the topics of final qualifying works;

A summary sheet of final grades for the entire course of study;

Order on admission to the state final certification;

Schedule (schedule) WRC protection;

Forms (book) of the minutes of the meetings of the SEC;

Forms of the minutes of the meeting of the appeal commission.

4.2. Management of the preparation and defense of the WRC

4.2.1. For the preparation of the final qualifying work, the graduate is assigned a supervisor and, if necessary, consultants for individual parts of the WRC.

Highly qualified specialists from among the teaching staff of the college who have a higher professional education corresponding to the profile of the specialty are involved in the leadership of the WRC. No more than 8 graduate students can be attached to each leader at the same time.

4.2.2. Graduate Qualification Supervisor:

Develops individual tasks for the completion of the final qualifying work;

Provides assistance to the graduate in the development of the WRC plan;

Together with the graduate, he develops an individual schedule for the implementation of the WRC;

Advises the graduates assigned to him on the content and sequence of the implementation of the WRC;

Assists the graduate in the selection of the necessary literature;

Monitors the progress of WRC implementation in accordance with the established schedule;

Assists the graduate in preparing presentations and speeches at the defense of the WRC;

Prepares a review for the WRC.

The main function of the teacher-consultant is to advise on the content and sequence of the corresponding part of the written examination work.

4.2.3. Counseling hours are included in the general management hours of the WRC and are shared between the manager and consultant(s). The total number of hours allotted for consultations on WRC for each graduate is ……..(established by the educational organization independently).

4.2.4. Upon completion of the writing of the WQR by the graduate, the head signs it and, together with the assignment and his written review, transfers it to the educational unit.

4.3. Reviewing of final qualifying works

4.3.1. Completed WQRs are reviewed by specialists from among the employees of enterprises, organizations, teachers of educational organizations who are well versed in issues related to the subject of the WQR.

4.3.2. WRC reviewers are appointed by order of the director of the college no later than a month before the defense.

4.3.3. The review should include:

Conclusion on the compliance of the content of the WRC with the stated topic and the task for it;

Assessment of the quality of implementation of each section of the WRC;

Assessment of the degree of development of the questions raised, originality of solutions (proposals), theoretical and practical significance of the work;

WRC overall score reflecting the level of demonstrated professional and general competencies.

4.3.4. No more than 5 hours for each work are provided for reviewing one WRC.

4.3.5. The content of the review is brought to the attention of the student no later than one day before the defense of the WRC.

4.3.6. Changes to the WRC after receiving the review are not allowed.

4.3.7. The deputy director for educational (educational and methodological) work, if there is a positive review from the head and a review, decides on the admission of the graduate to the defense and submits the WQR to the State Examination Commission (SEC) no later than five days before the start of the state final certification.

4.4. Defense of the final qualifying work

4.4.1. Persons who have completed full course training in the main professional educational program and successfully passed all the previous certification tests provided for by the curriculum.

4.4.2. The defense of the WRC is held at an open meeting of the SEC with the participation of at least two-thirds of its members.

4.4.3. Students and persons involved in the state final attestation are prohibited from carrying and using means of communication during it.

4.4.4. Up to 1 academic hour per graduate is allotted for the defense of the WRC.

The protection procedure includes:

Graduate report (no more than 10-15 minutes);

Reading reviews and reviews;

Questions of members of the commission;

Graduate's answers to questions from SEC members.

The head of the WRC, as well as the reviewer, are allowed to speak if they are present at the meeting of the State Attestation Commission.

4.4.5. During the report, the student can use the prepared visual material illustrating the main provisions of the WRC, including the use of information and communication technologies.

4.4.6. The results of the defense of the WRC are discussed at a closed meeting of the SEC and are evaluated by a simple majority of votes of the members of the SEC participating in the meeting. In case of an equal number of votes, the opinion of the chairman is decisive.

4.5. The procedure for conducting state final certification for graduates from among persons with disabilities

4.5.1. When conducting the state final certification of graduates from among persons with disabilities, the following general requirements are observed:

carrying out the state final certification for persons with disabilities in the same classroom together with graduates who do not have disabilities, if this does not create difficulties for graduates in passing the state final certification;

the presence in the audience of an assistant who provides graduates with the necessary technical assistance, taking into account their individual characteristics (take a workplace, move around, read and complete an assignment, communicate with members of the state examination committee);

use of the technical means necessary for graduates when passing the state final certification, taking into account their individual characteristics;

ensuring the possibility of unimpeded access of graduates to classrooms, toilets and other premises, as well as their stay in these premises (the presence of ramps, handrails, extended doorways, elevators, in the absence of elevators, the audience should be located on the first floor, the presence of special chairs and other devices).

4.5.2. Additionally, when conducting the state final certification, compliance with the following requirements is ensured, depending on the categories of graduates with disabilities:

a) for the visually impaired:

individual uniform illumination of at least 300 lux is provided;

graduates to complete the task, if necessary, are provided with a magnifying device;

tasks to be completed, as well as instructions on the procedure for conducting state certification, are drawn up in an enlarged font;

c) for the deaf and hard of hearing:

the presence of sound amplifying equipment for collective use is provided, if necessary, sound amplifying equipment for individual use is provided).

4.5.3. To create certain conditions for the state final certification of graduates with disabilities, graduates or their parents of minor graduates, no later than 3 months before the start of the state final certification, submit a written application on the need to create special conditions for them during the state final certification.

5. Requirements for the final qualifying work

6. WRC evaluation criteria

6.1. The results of the defense of the WRC are determined by the marks "excellent", "good", "satisfactory", "unsatisfactory" and are announced on the same day after the protocol of the SEC meeting is drawn up in the prescribed manner.

Grade "5 (excellent)": the topic of the thesis is relevant, and its relevance in the work is justified; the purpose, tasks, subject, object of research, methods used in the work are formulated; the content and structure of the study corresponds to the goals and objectives; the presentation of the text of the work is distinguished by logic, semantic completeness and analysis of the material presented; comprehensively used research methods adequate to the tasks; the final conclusions are substantiated, clearly formulated, correspond to the objectives of the study; there are no spelling and punctuation errors in the work; the thesis is designed in accordance with the requirements; feedback from the manager and external review of the work are positive;

public defense of the thesis showed a confident knowledge of the material, the ability to clearly, reasonably and correctly answer the questions posed, to defend one's own point of view; when defending, visual material was used (presentation, tables, diagrams, etc.).

Rating "4 (good)": the topic of the work is relevant, has a theoretical justification; the content of the work as a whole corresponds to the goal and objectives; the presentation of the material is predominantly descriptive; the structure of the work is logical; used methods adequate to the tasks; there are final conclusions corresponding to the objectives of the study; the main requirements for the design of the work are generally met, but there are minor flaws; feedback from the manager and external review of the work - positive, contain small comments; public defense of the thesis showed a fairly confident knowledge of the material, however, inaccuracies were made when answering questions; the answers to the questions are insufficiently substantiated; visual material was used for protection.

Grade "3 (satisfactory)": the topic of the work is relevant, but its relevance, purpose and objectives of the work are not clearly formulated; the content is not always consistent with the topic and (or) the tasks set; the presentation of the material is descriptive, large passages (more than two paragraphs) are copied from sources; independent conclusions are either absent or present only formally; a number of requirements for the design of work are violated; positive reviews and reviews contain comments; in the course of the public defense of the work, an insecure possession of the material, an inability to defend one's point of view and answer questions were manifested; the author finds it difficult to answer the questions of the SEC members.

Rating "2 (unsatisfactory)": the relevance of the study by the author is not justified, the goal and objectives are formulated inaccurately and incompletely, or their formulations are missing; the content and theme of the work do not agree well (do not agree) with each other; the work is predominantly abstract in nature; most of the work is written off from one source, or borrowed from the Internet; conclusions do not correspond to the tasks (if any); violation of the rules of registration of work; review and review contain many comments; in the course of the public defense of the work, an insecure possession of the material, an inability to formulate one's own position, manifested itself; when speaking, significant errors were made that the graduate cannot correct on his own.

Note: WRC assessment criteria are developed taking into account the type of work (thesis or graduation project), the requirements for the WRC, set out in section 5 of the GIA Program).

6.2. When setting the final grade for the defense of the WRC, the following are taken into account:

The quality of the oral presentation of the graduate;

The quality of visual material illustrating the main provisions of the WRC;

Depth and accuracy of answers to questions,

Reviewer score;

Leader's review.

7. Organization of the work of the State Examination Commission

(HEC)

7.1. To conduct the state final certification in order to determine the conformity of the results of mastering by graduates of the educational program for training mid-level specialists(code, name) requirements of the federal state educational standard of secondary vocational education, by order of the director of the college, a state examination commission (SEC) is formed from the teaching staff of the college and third-party organizations with an academic degree and (or) academic title, the highest or first qualification category, representatives of employers or their associations, numbering not less than five people.

7.2. The Chairman of the SEC is appointed no later than December 20 of the current year by order(name of the authorized body) for the next calendar year.

7.3. The deputy chairman of the SEC is the director of the college or one of his deputies.

7.4. Meetings of the SEC are held according to the schedule (schedule) approved by the director of the college.

7.5. For the work of the SEC, the following documents are prepared:

Order of the Ministry of Education and Science of the Russian Federation of August 16, 2013 No. 968 “On approval of the procedure for conducting state final certification in educational programs of secondary vocational education” with changes based on the order of the Ministry of Education and Science of the Russian Federation of January 31, 2014 No. 74;

The program of the state final certification for the educational program;

Order of the authorized body on the approval of the chairman of the state examination commission;

Order of the director of the college on the approval of the composition of the state examination commission for the educational program;

Order on the admission of graduates to the state final certification (based on the protocol of the teachers' council);

- documents confirming the development of competencies by graduates in the study of theoretical material and internship for each type of professional activity (professional module): sheets of exams (qualification) for professional modules, certification sheets for types industrial practice and etc.;

- a summary sheet of the final grades of graduates;

- WRC with feedback from managers and external reviews;

- book of minutes of meetings of the SEC.

7.6. Decisions on grading are made at closed meetings by a simple majority of votes of the members of the commission participating in the meeting, with the obligatory presence of the chairman of the commission or his deputy and the number of members of the commission at least two-thirds. In case of an equal number of votes, the voice of the chairman of the meeting of the State Examination Commission is decisive.

7.7. ATgraduates who have successfully defended their WRC,assigned_________ qualification with a diploma of secondary vocational education.

Subject to passing the GIA with a grade of “5” (excellent) and having 75% or more excellent marks in all disciplines and professional modules, types of work practice in the final statement, the SEC decides to issue a diploma with honors to the graduate.

7.8. The decision of the State Examination Commission is drawn up in a protocol, which is signed by the Chairman of the State Examination Commission (in the absence of the chairman - his deputy) and the Secretary of the State Examination Commission and is stored in the archive of the educational organizationalong with summary sheets of final grades.

The decision of the SEC on the assignment of qualifications and the issuance of a diploma to graduates is formalized by the protocol of the SEC and the order of the director of the college.

7. Procedure for filing and considering appeals

7.1. According to the results of the state certification, a graduate who participated in the state final certification has the right to submit a written appeal to the appeal commission about the violation, in his opinion, of the established procedure for conducting the state final certification and (or) disagreement with its results (hereinafter referred to as the appeal).

7.2. The appeal is submitted to the Appeal Commission, created by order of the director of the college, personally by the graduate or the parents (legal representatives) of the minor graduate.

An appeal for violation of the procedure for conducting the state final attestation is filed directly on the day of the state final attestation.

An appeal of disagreement with the results of the state final attestation is filed no later than the next business day after the announcement of the results of the state final attestation.

7.3. The appeal is considered by the appeal commission, created by the order of the director of the college simultaneously with the approval of the composition of the state examination commission, no later than three working days from the date of its receipt.

7.4. The appeal is considered at a meeting of the appeal commission with the participation of at least two-thirds of its members.

The chairman of the corresponding state examination commission is invited to the meeting of the appeal commission.

The graduate who filed the appeal has the right to be present during the consideration of the appeal.

One of the parents has the right to be present with a minor graduate .

These persons must have identification documents with them.

7.5. Consideration of an appeal is not a retake of the state final certification.

7.6. When considering an appealon violation of the procedure State final certification, the appeal commission establishes the reliability of the information contained in it and makes one of the following decisions:

- on the rejection of the appeal, if the information contained in it about violations of the procedure for conducting the state final certification of the graduate was not confirmed and / or did not affect the result of the state final certification;

- on the satisfaction of the appeal, if the information contained in it about the violations of the procedure for conducting the state final certification of the graduate was confirmed and affected the result of the state final certification.

In the latter case, the result of the state final certification is subject to cancellation, in connection with which the protocol on the consideration of the appeal is submitted to the state examination commission no later than the next working day for the implementation of the decision of the commission. The graduate is given the opportunity to pass the state final certification in the additional terms established by the educational organization.

7.7. For an appealon disagreement with the results of the state final certification obtained during the defense of the final qualification work, the secretary of the state examination commission no later than the next working day from the moment of receipt of the appeal sends to the appeal commission the final qualification work, the minutes of the meeting of the state examination commission and the conclusion of the chairman of the state examination commission on the observance of procedural issues when defending the graduate who filed the appeal.

7.8. As a result of consideration of the appeal on disagreement with the results of the state final attestation, the appeal commission decides to reject the appeal and save the result of the state final attestation or to satisfy the appeal and issue a different result of the state final attestation. The decision of the appeal commission is submitted to the state examination commission no later than the next working day. The decision of the appeal commission is the basis for the cancellation of the previously issued results of the state final certification of the graduate and the presentation of new ones.

7.9. The decision of the appeal commission is made by a simple majority of votes. In case of an equal number of votes, the voice of the chairman of the meeting of the appeal commission is decisive.

The decision of the appeal commission is brought to the attention of the graduate who filed the appeal (against signature) within three working days from the date of the meeting of the appeal commission.

7.10. The decision of the appeal commission is documented in a protocol signed by the chairman and secretary of the appeal commission and stored in the archives of the college.

7.11. The decision of the appeal commission is final and not subject to revision.

8. The procedure for re-passing the state final certification

8.1. Persons who did not pass the state final certification for a good reason are given the opportunity to pass the state final certification without being expelled from the college in an additional time frame.

8.2. Graduates who have not passed the state final attestation or who have received unsatisfactory results at the state final attestation, pass the state final attestation no earlier than six months after passing the state final attestation for the first time.

To pass the state final certification, a person who did not pass the state final certification for an unexcused reason or received an unsatisfactory grade at the state final certification is reinstated in an educational organization for the period of time allotted by the calendar training schedule for passing the state final certification.

The state exam is introduced at the discretion of the educational organization and takes place in a separate discipline.

During the final certification it is forbidden to carry and use means of communication. This applies to both students and persons involved in certification.

The terms for re-certification and certification of persons who have not passed it for a good reason have been determined. Recertification can be appointed no more than 2 times.

The procedure for attestation of graduates with disabilities is regulated.

There are rules for filing and reviewing appeals.

The procedure for the final certification of graduates of institutions of primary vocational education and the receipt of this education in the form of an external study has become invalid. The procedure for conducting the state final certification for educational programs of secondary vocational education (hereinafter referred to as the Procedure) establishes the rules for organizing and conducting educational activities for educational programs of secondary vocational education (hereinafter referred to as educational organizations), the state final certification of students (cadets) (hereinafter - students, graduates), completing the development of state-accredited basic professional educational programs of secondary vocational education (training programs for skilled workers, employees and training programs for mid-level specialists) (hereinafter referred to as educational programs of secondary vocational education), including forms of state final certification, requirements for the use of means of training and education, means of communication during the state final certification, the requirements for persons involved eligible for the state final certification, the procedure for filing and considering appeals, changing and (or) canceling the results of the state final certification, as well as the specifics of the state final certification for graduates from among persons with disabilities.

2. Ensuring the state final certification for educational programs of secondary vocational education is carried out by educational organizations.

3. Educational organizations use the means necessary for organizing educational activities during the state final certification of students.

4. Students and persons involved in the state final attestation are prohibited from having and using means of communication during its conduct.

5. Persons who are mastering the educational program of secondary vocational education in the form of self-education or who have studied under an educational program of secondary vocational education that does not have state accreditation, have the right to externally pass the state final certification in an educational organization that carries out educational activities according to an educational program of secondary vocational education that has state accreditation, in in accordance with this Order.

II. State Examination Commission

6. In order to determine the conformity of the results of mastering educational programs of secondary vocational education by students with the relevant requirements of the federal state educational standard of secondary vocational education, the state final certification is carried out by state examination boards, which are created by an educational organization for each educational program of secondary vocational education implemented by an educational organization.

The State Examination Commission is formed from teaching staff of an educational organization, persons invited from third-party organizations, including teaching staff, representatives of employers or their associations, whose activities correspond to the field of professional activity for which graduates are preparing.

In the case of a demonstration exam, the state examination commission also includes experts from the Union "Agency for the Development of Professional Communities and Workforce "Young Professionals (WorldSkills Russia)" (hereinafter referred to as the Union).

The composition of the state examination commission is approved by the administrative act of the educational organization.

7. The State Examination Commission is headed by the Chairman, who organizes and controls the activities of the State Examination Commission, ensures the unity of the requirements for graduates.

The chairman of the state examination commission is approved no later than December 20 of the current year for the next calendar year (from January 1 to December 31) by the local self-government body of the municipal district and urban district, the executive authority of the constituent entity of the Russian Federation, the federal executive authority in charge of the educational organization, on the proposal of the educational organization. The chairman of the state examination commission of a private educational organization is approved by the executive authority of the constituent entity of the Russian Federation that exercises state administration in the field of education, on whose territory the private educational organization is located, on the proposal of the private educational organization.

The chairman of the state examination commission of an educational organization approves a person who does not work in an educational organization, from among:

heads or deputy heads of organizations engaged in educational activities corresponding to the field of professional activity for which graduates are preparing;

representatives of employers or their associations whose activities correspond to the field of professional activity for which graduates are preparing.

8. The head of the educational organization is the deputy chairman of the state examination commission. In the event of the creation of several state examination commissions in an educational organization, several deputy chairmen of the state examination commission are appointed from among the deputy heads of the educational organization or pedagogical workers.

9. The State Examination Commission is valid for one calendar year.

III. Forms of the state final certification

10. The forms of the state final certification for educational programs of secondary vocational education in accordance with the federal state educational standards of secondary vocational education are the defense of the final qualification work and (or) the state (s) exam (s), including in the form of a demonstration exam.

11. The final qualifying work contributes to the systematization and consolidation of the graduate's knowledge of the profession or specialty in solving specific problems, as well as determining the level of preparation of the graduate for independent work.

12. Depending on the mastered educational program of secondary vocational education and in accordance with the federal state educational standard of secondary vocational education, the final qualifying work is carried out in the following forms:

graduation practical qualification work and written examination work or demonstration exam - for graduates mastering the training programs for skilled workers, employees;

a thesis (thesis project) and (or) a demonstration exam - for graduates mastering the training programs for mid-level specialists.

13. Topics of final qualifying works are determined by the educational organization. The student is given the right to choose the topic of the final qualifying work, including the proposal of his subject with the necessary justification for the expediency of its development for practical application. At the same time, the subject of the final qualifying work must correspond to the content of one or more professional modules included in the educational program of secondary vocational education.

To prepare the final qualifying work, the student is assigned a supervisor and, if necessary, consultants.

Assignment to students of the topics of final qualifying works, appointment of managers and consultants is carried out by the administrative act of the educational organization.

14. The state exam for a separate professional module (interdisciplinary course, discipline) determines the level of mastering the material provided for by the curriculum by the student and covers the minimum content of this professional module (interdisciplinary course, discipline) established by the relevant federal state educational standard of secondary vocational education.

14.1. The demonstration exam provides for the simulation of real production conditions for graduates to solve practical problems of professional activity.

15. The program of the state final certification, the methodology for evaluating results, the requirements for final qualifying works, tasks and the duration of state exams are determined taking into account the approximate basic educational program of secondary vocational education and are approved by the educational organization after their discussion at a meeting of the pedagogical council of the educational organization with the participation of chairmen of the state examination commissions.

Demonstration exam tasks are developed on the basis of professional standards (if available) and taking into account assessment materials (if available) developed by the union.

16. The state final certification of graduates cannot be replaced by an assessment of the level of their preparation based on the current monitoring of progress and the results of intermediate certification.

16.1. The results of the winners and prize-winners of the championships of professional skills held by the union or the international organization "WorldSkills International", mastering the educational programs of secondary vocational education, are counted as an "excellent" mark in the demonstration exam.

IV. The procedure for conducting the state final certification

17. A student who does not have an academic debt and who has fully completed the curriculum or individual curriculum for the mastered educational program of secondary vocational education is allowed to the state final certification.

18. The program of the state final certification, the requirements for final qualification works, as well as the criteria for assessing knowledge approved by the educational organization, are brought to the attention of students no later than six months before the start of the state final certification.

18.1. The educational organization provides preliminary briefing of graduates directly at the place of the demonstration exam.

19. The passing of the state exam and the defense of final qualifying works (with the exception of works on closed topics) are held at open meetings of the state examination commission with the participation of at least two-thirds of its members.

20. The results of any of the forms of the state final certification are determined by the marks "excellent", "good", "satisfactory", "unsatisfactory" and are announced on the same day after the protocols of the meetings of the state examination commissions are drawn up in the prescribed manner.

21. Decisions of the state examination commissions are made at closed meetings by a simple majority of votes of the members of the commission participating in the meeting, with the obligatory presence of the chairman of the commission or his deputy. In case of an equal number of votes, the voice of the chairman of the meeting of the State Examination Commission is decisive.

22. Persons who have not passed the state final certification for a good reason are given the opportunity to pass the state final certification without being expelled from the educational organization.

Additional meetings of the state examination commissions are organized within the time limits established by the educational organization, but no later than four months after the application is submitted by a person who did not pass the state final certification for a good reason.

23. Students who have not passed the state final attestation or who have received unsatisfactory results at the state final attestation, pass the state final attestation no earlier than six months after passing the state final attestation for the first time.

To pass the state final attestation, a person who has not passed the state final attestation for an unexcused reason or who has received an unsatisfactory grade at the state final attestation is reinstated in an educational organization for a period of time established by the educational organization independently, but not less than that provided for by the calendar training schedule for passing the state final attestation of the corresponding educational program of secondary vocational education.

Re-passing the state final certification for one person is appointed by the educational organization no more than two times.

24. The decision of the state examination commission is drawn up in a protocol, which is signed by the chairman of the state examination commission (in the absence of the chairman, his deputy) and the secretary of the state examination commission and is stored in the archive of the educational organization.

V. The procedure for conducting state final certification for graduates from among persons with disabilities

25. For graduates from among persons with disabilities, the state final certification is carried out by an educational organization, taking into account the characteristics of the psychophysical development, individual capabilities and health status of such graduates (hereinafter referred to as individual characteristics).

26. When conducting the state final certification, the following general requirements are observed:

carrying out the state final certification for persons with disabilities in the same classroom together with graduates who do not have disabilities, if this does not create difficulties for graduates when passing the state final certification;

the presence in the audience of an assistant who provides graduates with the necessary technical assistance, taking into account their individual characteristics (take a workplace, move around, read and complete an assignment, communicate with members of the state examination committee);

use of the technical means necessary for graduates when passing the state final certification, taking into account their individual characteristics;

ensuring the possibility of unimpeded access of graduates to classrooms, toilets and other premises, as well as their stay in these premises (the presence of ramps, handrails, extended doorways, elevators in the absence of elevators, the audience should be located on the first floor, the presence of special chairs and other devices).

27. Additionally, when conducting the state final certification, the following requirements are ensured, depending on the categories of graduates with disabilities:

a) for the blind:

tasks to be completed, as well as instructions on the procedure for the state final certification, are drawn up in Braille or in the form of an electronic document accessible using a computer with specialized software for the blind, or read out by an assistant;

written tasks are performed on paper in Braille or on a computer with specialized software for the blind, or dictated to an assistant;

graduates to complete the task, if necessary, are provided with a set of writing instruments and paper for writing in Braille, a computer with specialized software for the blind;

b) for the visually impaired:

individual uniform illumination of at least 300 lux is provided;

graduates to complete the task, if necessary, are provided with a magnifying device;

tasks to be completed, as well as instructions on the procedure for conducting state certification, are drawn up in an enlarged font;

c) for the deaf and hard of hearing, with severe speech impairments:

the presence of sound amplifying equipment for collective use is provided, if necessary, sound amplifying equipment for individual use is provided;

at their request, the state examination may be conducted in writing;

e) for persons with disorders of the musculoskeletal system (with severe disorders of the motor functions of the upper limbs or the absence of upper limbs):

written tasks are performed on a computer with specialized software or dictated to an assistant;

at their request, the state examination may be conducted orally.

28. Graduates or parents (legal representatives) of minor graduates, no later than 3 months before the start of the state final certification, submit a written application on the need to create special conditions for them during the state final certification.

IV. The procedure for filing and considering appeals

29. According to the results of the state certification, a graduate who participated in the state final certification has the right to submit a written appeal to the appeal commission about the violation, in his opinion, of the established procedure for conducting the state final certification and (or) disagreement with its results (hereinafter referred to as the appeal).

30. An appeal is submitted personally by a graduate or parents (legal representatives) of a minor graduate to the appeal commission of an educational organization.

An appeal for violation of the procedure for conducting the state final attestation is filed directly on the day of the state final attestation.

An appeal of disagreement with the results of the state final attestation is filed no later than the next business day after the announcement of the results of the state final attestation.

31. The appeal is considered by the appeal commission no later than three working days from the moment of its receipt.

32. The composition of the appeal commission is approved by the educational organization simultaneously with the approval of the composition of the state examination commission.

33. The Appeals Commission consists of a chairman, at least five members from among the teaching staff of an educational organization who are not members of state examination commissions in a given academic year, and a secretary. The chairman of the appeal commission is the head of the educational organization or a person who, in accordance with the established procedure, performs the duties of the head of the educational organization. The secretary is elected from among the members of the appeal commission.

34. The appeal is considered at a meeting of the Appeal Commission with the participation of at least two thirds of its members.

The chairman of the corresponding state examination commission is invited to the meeting of the appeal commission.

The graduate who filed the appeal has the right to be present during the consideration of the appeal.

One of the parents (legal representatives) has the right to be present with a minor graduate.

These persons must have identification documents with them.

35. Consideration of an appeal is not a retake of the state final certification.

36. When considering an appeal on violation of the procedure for conducting the state final certification, the appeal commission establishes the reliability of the information contained in it and makes one of the decisions:

on the rejection of the appeal, if the information contained in it about violations of the procedure for conducting the state final certification of the graduate was not confirmed and / or did not affect the result of the state final certification;

on the satisfaction of the appeal, if the information contained in it about the violations of the procedure for conducting the state final certification of the graduate was confirmed and affected the result of the state final certification.

In the latter case, the result of the state final certification is subject to cancellation, in connection with which the protocol on the consideration of the appeal is submitted to the state examination commission no later than the next working day for the implementation of the decision of the commission. The graduate is given the opportunity to pass the state final certification in the additional terms established by the educational organization.

37. To consider an appeal on disagreement with the results of the state final certification obtained during the defense of the final qualification work, the secretary of the state examination commission, no later than the next working day from the date of receipt of the appeal, sends the final qualification work to the appeal commission, the minutes of the meeting of the state examination commission and the conclusion of the chairman of the state the examination committee on compliance with procedural issues in the defense of the graduate who filed the appeal.

To consider an appeal on disagreement with the results of the state final certification obtained during the state exam, the secretary of the state examination commission, no later than the next working day from the date of receipt of the appeal, sends to the appeal commission the minutes of the meeting of the state examination commission, the written answers of the graduate (if any) and the conclusion Chairman of the State Examination Commission on compliance with procedural issues during the state examination.

38. As a result of consideration of the appeal on disagreement with the results of the state final attestation, the appeal commission decides to reject the appeal and save the result of the state final attestation or to satisfy the appeal and issue a different result of the state final attestation. The decision of the appeal commission is submitted to the state examination commission no later than the next working day. The decision of the appeal commission is the basis for the cancellation of the previously issued results of the state final certification of the graduate and the presentation of new ones.

39. The decision of the appeal commission is made by a simple majority of votes. In case of an equal number of votes, the voice of the chairman of the meeting of the appeal commission is decisive.
