The conflict commission does not consider appeals on the content and structure of control and measuring materials in general education subjects, as well as on issues related to the violation by the USE participant of the established requirements for fulfillment examination work. USE participants and (or) their parents have the right to be present during the consideration of the appeal. In case of violation of the procedure for conducting the exam, students file an appeal on the day of the exam in the relevant general education subject to an authorized representative of the state examination commission, without leaving the exam site. In order to verify the information contained in the appeal about the violation of the established procedure for conducting the exam, an authorized representative of the SEC creates a commission and organizes an audit. This commission may include the head of the examination site, organizers, public observers, medical workers and representatives of law enforcement agencies. The results of the audit are drawn up in the form of a commission conclusion. The appeal and the conclusion of the commission on the results of the audit are transmitted on the same day by the authorized representative of the SEC to the conflict commission. When considering an appeal about a violation of the established procedure for conducting the exam, the conflict commission considers the appeal and the conclusion of the commission on the results of the check and makes one of the decisions: to reject the appeal; on the appeal. If the appeal is satisfied, the USE result is canceled and the USE participant is given the opportunity to take the USE in this general education subject on a different day, provided for by the unified schedule for the USE in the current year.

Appeal for disagreement with points may be submitted by the student within two working days from the date of announcement USE results in the relevant general education subject. Appeal students must be informed in advance of the time and place for appeals. The head of the examination site or educational institution who accepted the appeal must immediately transfer it to the conflict commission. When considering an appeal of disagreement with the scores, the conflict commission requests printed images of the examination paper to the regional information processing center, which are presented to the USE participant. Based on the results of the consideration of the appeal on disagreement with the scores, the conflict committee decides to reject the appeal and retain the scores, or to satisfy the appeal and assign other scores. In case of detection of errors in the processing or verification of the examination work of the USE participant, the conflict commission transmits the relevant information to the RCSI for transfer to an authorized organization in order to recalculate the results of the USE. After the conflict commission receives an appeal, a check is made with the participation of the organizers who were not involved in the audience, technical specialists, and public observers. The conflict commission considers the appeal within no more than 2 working days and makes one of two decisions: rejection of the appeal or its satisfaction. If the appeal is satisfied, then the participant's USE result is annulled, and he takes the exam on another day.

How to file an appeal for disagreement with the results of the Unified State Exam-2017

An appeal of disagreement with the points given is submitted within 2 working days after the official announcement of the individual exam results and familiarization of the GIA participant with them.

If the GIA participant wants to file an appeal about disagreement with the results of the USE-2017, then he must do the following:

• At the place of registration for the exam or from the responsible secretary of the conflict commission, take the appeal form (two copies);
• draw up an appeal in 2 copies;
• transfer both copies to the above persons;
• obtain the necessary information about the time and place of consideration by the conflict commission
• come to the procedure for considering appeals to the conflict commission, having a passport and a pass with the stamp “Unified State Examination Forms passed”.

How a complaint is handled

After the USE participant has submitted an application, he must come to the indicated place of the appeal. The complaint procedure takes place in the presence of the examinee. It is necessary to have a passport and a document with you, which confirms the fact of passing the exam. If the applicant is under the age of 18, then his parents or legal representatives may be present with him.

The conflict commission considers the appeal no more than four days from the date of its filing. According to the results of the decision, the number of points can be changed both upwards and downwards. A decrease in points is possible when the members of the commission, during the re-examination of the work on the USE, find additional errors, which leads to a decrease in the mark.

Filing and going through the appeal process

The appeal procedure is as follows:

1) in the main, first "wave" (the last days of May or the first days of June) graduates in a certain for the whole Russian Federation a single day pass the exam;

The school administration forwards the application to the appropriate organization. At the appointed time, the graduate must appear in person at the appeal point (if it is impossible to arrive at the place, the appeal will be held in his absence). At the appeal, take part in the procedure (that is, go to the audience where it is held and participate in the discussion of the work, in a conversation with experts, independent experts, representatives of the Ministry of Education, employees of the RCOI - that is, members of the conflict, appeal commission) have the right, except for the graduate himself, only the parents of the graduate or persons endowed with their rights and obligations (adoptive parents, guardians). Other persons related to the interests of the graduate (other relatives, teachers, friends, acquaintances) cannot exercise this right.

The appeal is carried out in order to identify real discrepancies between the answers indicated by the examiner in the answer sheet and those answers that the computer system “read” during the test. Such facts can occur extremely rarely, most often in those cases when the examiner vaguely, dimly (weak pen pressure, light black gel paste) entered the answer in the appropriate column of the protocol. This recheck applies to parts A, B.

The appeal regarding Part C, Essay, is intended to reveal real errors made by experts when checking part C. The analysis of the points given by experts is carried out in the presence of a graduate on the basis of source code, according to which the work was written, on the basis of the evaluation criteria and standards for evaluating written works, which are the same for the entire Russian Federation. The scores are analyzed strictly according to the criteria, but not by revising the grade for the entire essay in general. On this basis, the graduate should be aware of the existence of assessment criteria, should be able to formulate your claims to the examination carried out by the experts. Despite the fact that the members of the appeal commission will explain the situation to the appellant regarding the assessment for each criterion, the conversation on his part should turn out to be constructive.

It should be taken into account that the computer system, based on the results of evaluating the same work by 2-3 experts, chooses the best option that considers each controversial case. in favor of the student , i.e. chooses the higher score. From this it becomes clear why in the process of real appeals recent years there were almost no works that deserved an increase in points for certain criteria. In addition, experts of the highest qualification work in the commission for checking part C of the USE, which undoubtedly has a positive effect on the quality of the test and does not give grounds for revising the results.

Appellants should especially note that an appeal is not a means to increase the scores already declared on the certificate to the desired ones. For example, a graduate planned to receive gold medal. Having passed the exam in the Russian language, he received 2 points less than required. On appeal, it turned out that in parts A and B there were no discrepancies in the answers handwritten and “read” by the machine. Real There are no mistakes made by experts when checking the essay and affecting its evaluation. This means that the score for any of the criteria cannot be increased, the total score for the essay cannot be increased.

You should know that the work, after discussing which the members of the conflict (appeal) commission decided to increase the scores for the essay according to certain criteria, is sent to the Moscow conflict commission, to the center of the Unified State Examination. The submitted work is accompanied by an explanatory note, comments on each of the increased points. Only after its repeated consideration in the specified instance, the decision of the commission can be confirmed or, on the contrary, canceled. This suggests that the desire of many appellants to influence the feelings of the members of the conflict commission remains unattended for a reason. The appeal is intended to restore fairness and objectivity in the evaluation of works, but not to arbitrarily inflate points out of pity or sympathy for the situation of individual graduates.

This year there were no scandals related to the leakage of KIMs before the Unified State Examination, there were relatively few cases of cheating, but the number of complaints about the procedure and the essence of the appeal about disagreement with exam scores increased significantly. Why is the appeal of the Unified State Examination in the Russian language a scam?

1. The deadline for filing an appeal is limited to two days. If you are working, then you will not have time to prepare for it.
2. You are not shown KIMs (tasks), including the text on which the essay is written.
3. It is not allowed to check the test and the correctness of the assignments (meanwhile, there are errors and incorrectly composed assignments in the FIPI database).
4. You are not allowed to get acquainted with the full package of documents for the exam. They give the child separate pieces of paper to sign and do not give time to familiarize themselves with them.
Documents are not bound. Aunts rush about with a pile of papers. You can lose or replace any of them after the fact.
5. There are no expert edits in the essay, so it is difficult to challenge them. Crazed experts of the conflict commission are sometimes not even able to read the text carefully, so they prefer to intimidate the child and parents, or they blatantly lie and talk nonsense, pointing to "mistakes" where there are none.
6. You are not allowed to add written explanations or a reasoned appeal to the case. They are afraid of this like fire.
7. Limit time to 15-20 minutes.
8. You will not know the names of the experts. They are anonymous.
10. Turmoil and confusion are specially created, hundreds of people pass through the CC in one day. There is no required number of rooms. Several CCs sit in the same class.
11. You are constantly shouted at, threatening to withdraw the points already set.

Appellant can't do anything

This year, my husband and I took the exam in history as graduates of previous years.

My husband was given very low scores, completely unreasonably. He went to appeal, preparing to defend his position all evening. But it turned out that the appellant could not influence anything: the commission rechecked the work in advance and recorded the results in the minutes. The appellant comes simply to ask the commission for his or her result in person. As a result, he was given 3 points - they were completely incompetently removed at the first check. But the fourth disputed score was not given to him and they could not explain why. Allegedly, there was a factual error in the essay. No matter how much the husband asked to point out this mistake to him, the commission could not do this. They pulled some wording by the ears, just to answer something. Suspecting a violation of the rules, after the appeal, the husband called the federal hotline of Rosobrnadzor, and they confirmed that the appellant could not influence the recheck in any way, no one needed his evidence. So the presence of a parent, teacher or tutor is needed only for psychological support. And the presence of the student himself is not clear why.

The points were not returned to us, although the evidence was reinforced concrete

Our conversation went something like this:
- The topic in task 15 is covered well, but we will not return the score, because it was possible to start with the biographical data of the poet.
— No, it was impossible. Substitute lyrical hero biographical author - one of the worst mistakes in the exam in literature.

When you come, everything is already decided

This year I took the exam in my subjects, out of interest. I went to the appeal, like a fool preparing her defense strategy all evening, and I was just as simply introduced to the results of the revision of my work. On the hotline of Rosobrnadzor they said that this is the order and everything went without violations. So, alas, yes - preparing for an appeal is pointless. When you come, everything has already been decided, the protocols have been signed.

Wrong because it's wrong

Today I visited the appeal for the Unified State Examination in social studies. Administrative law does not work there, as we were told, " educational law". They would be for advanced training ... So, the news:
1. Information and post-industrial society are one and the same.

The procedure is not transparent, the conflict of interest has not been eliminated, the regulations establish only the general procedure, all "particulars" are at the discretion of the Chairman. Arguments on questions are not allowed. The result of the appeal is already known (!) at the time of entering the office and it is actually read out. Imagine, really... You come, they just tell you the result... and that's all... It doesn't matter that none of them understand what GDP is! And yes, by the way, note that GDP is the volume of production. Urgently change the SNA and textbooks. And call Rosstat, otherwise they don't know.

In the morning, Professor Polyakova was there, and by lunchtime she began to "listen, mommy." This is a complete sham. And after that the question is: who teaches our children and what. How Krasnodar violated the USE appeal

This year I finished 11th grade and passed the exam. I was not pleased with the result in literature - only 69 points. What to do in this case? But when I insisted, it turned out that at 14:00 the meeting would take place in the assembly hall, where I was also invited. With that we said goodbye.

3. I came to the meeting. The hall was full of graduates with their parents. Experts were sitting on the sides, and on the stage - 10 people were sitting at a huge table, "Big U" (managers).

So, this is where things get interesting. I thought that I would defend my innocence, they would raise my points and I would enter my faculty without any problems. But no. The main woman (alas, I don’t remember her name) told all of us sitting in the hall: “Your work has already been checked. Now we will announce your results. If you have any questions, you can ask them to the experts, but your scores will not change” .

I won't tell how nicely we had a talk with a female expert about romanticism in V. Soloukhin's poem or about how happy 3 girls were, who out of 20-30 present got a higher score. I will tell you why I am writing about this here and ask for your help. Now there is such a thing as the "Internet" (yes, yes), so I talked to people who were on appeal in other cities. They called the CIRCUS what was happening in our city. Firstly, I was not allowed to sign a document stating that I agreed with the outcome of the appeal. Those. it was like she didn't exist. Secondly, as you remember, I decided to PERSONALLY be present at the appeal, which means that my work should have been checked with me, in a separate audience (perhaps without me, but there should have been a private meeting) and only after that scores should be given (as it was done in other cities).
