Academician of the Russian Academy of Sciences Alexander Sergeev took part in the INNOPROM-2018 exhibition and the Fifth Russian-Chinese EXPO in Yekaterinburg. The head of the Russian Academy of Sciences told Scientific Russia about the results of his working trip, the creation of the Association for Scientific and Technical Cooperation between Russia and China, about negotiations with the Ural Mining and Metallurgical Company, and about the similarities and differences between the Chinese and Russian Academies of Sciences.

On the establishment of the Association for Scientific and Technical Cooperation between Russia and China

- As part of the INNOPROM-2018 exhibition in Yekaterinburg, this year the Fifth Russian-Chinese EXPO was held, where issues of developing regional cooperation were discussed. It is very important that one of the events of this forum was the establishment of the Association for Scientific and Technical Cooperation between Russia and China. This is a regional initiative. The global initiative has already been implemented - on June 8 this year, an agreement on cooperation between the Russian Academy of Sciences and the Chinese Academy of Sciences was signed in Beijing. The signing took place in the presence of the leaders of our countries. This is a framework agreement. The creation of the Association for Scientific and Technical Cooperation between Russia and China implies regional cooperation - we have many initiatives "from below", which we also want to support. One of such initiatives is the development of scientific and technical cooperation and interaction between institutes and universities of the Ural federal district and Ural branch Russian Academy Sciences (Ural Branch of the Russian Academy of Sciences) with institutes and universities of the Chinese province of Heilongjiang, with the capital in Harbin. The Russian Academy of Sciences reacted with great interest to this initiative and decided to support it. That is why I spoke at the Russian-Chinese forum and was present at the signing of this agreement. It was signed by the head of the Ural Branch of the Russian Academy of Sciences Academician Valery Nikolaevich Charushin- from Russia and President of the Academy of Sciences of Heilongjiang Province Guo Chunjin- from China.

The Association for Scientific and Technical Cooperation between Russia and China was conceived back in December 2017, and since then there have been plans for a very serious multilateral and multifaceted cooperation. To date, 156 Chinese and 44 Russian organizations and enterprises have applied to join the Association. This is a very large number.

On the areas and directions of cooperation between Russia and China within the framework of the established Association

- The range of cooperation between organizations is extremely wide: these are issues related to the development of modern metallurgy, modern methods study mineral, especially rare metals; the questions connected with ecology in the conditions of various metallurgical productions. The second block is the work related to materials science, the third block is agricultural sciences, the fourth is the issues of socio-economic development of the regions, especially in connection with the creation of high-speed highways. In the near future, the parties will begin to cooperate in these four areas. This is the backbone that will be discussed first. Tomorrow the first conference will take place, where mutual projects will be discussed. Probably, there will be more such blocks of areas of cooperation over time, but these four parties focused their attention during the negotiations at the Russian-Chinese EXPO. Therefore, the Russian Academy of Sciences - since the Ural Branch is a part of the Russian Academy of Sciences - it was important to express support for the creation of this Association on behalf of the Russian Academy of Sciences. This Association has been established, and we will closely follow and, of course, contribute to its development.

On the establishment of representative offices of the Ural Branch of the Russian Academy of Sciences and the Academy of Sciences of Heilongjiang Province

- We also agreed on a very interesting action - the creation of representative offices. As a result of the negotiations, it was decided to establish a representative office of the Ural Branch of the Russian Academy of Sciences in Harbin and a representative office of the Academy of Sciences of Heilongjiang Province in Yekaterinburg. This is the development of our policy - on the one hand, regional, on the other - international. The Russian Academy of Sciences advocates for our regions to be active and will support this in every possible way.

Why the Chinese Academy of Sciences is a role model

- Chinese academic science is now developing very well. The Chinese Academy of Sciences was largely organized in the likeness of the USSR Academy of Sciences. And the Chinese are very grateful that we helped them organize the Academy of Sciences, that thousands and thousands of Chinese scientists were educated in the Soviet Union, then returned to China and created the foundation of their Academy here. It must be admitted that now the Chinese Academy of Sciences functions in a more integral form than the Russian Academy of Sciences. The Chinese Academy of Sciences has 104 institutes with very large funding. 80% of all funding for scientific infrastructure and equipment goes through China Academy of Sciences in agreement with her. In this sense, it is an example of a well-developed academy, which has institutes. This experience is very important to us. Since 2013, our Academy has been deprived of this form of functioning. But, observing the Chinese Academy of Sciences, we see that it is developing perfectly in the previous format, in the one that was before 2013 and in the Russian Academy of Sciences. This is a very important example from a political point of view.

On the support of science by the high-tech industry in Russia and China

- In China, significant funding is allocated to support science - 2.1% of GDP goes to science. We have about 1.15% of GDP in the country so far. It is clear that China is a large country, so this is a very important indicator both as a percentage of GDP and in integral terms. But even more important is that these funds - 2.1% of GDP - are allocated in such a way that already most of them come not from the state budget, but from high-tech industry, which has realized that science needs to be supported. This is the trajectory that Russian science I would like to get up too. In our country, budget funding still dominates - 70-80% comes from the state budget and only 20-30% from our high-tech industry. The Chinese know how to introduce the achievements of academic science into the market. An example is Lenovo, which, generally speaking, came out of the Chinese Academy of Sciences. Today Lenovo is one of the most successful and largest high-tech companies.

In the Ural Branch of the Russian Academy of Sciences, the introduction of the results of science into the industrial sector, in general, is also quite successful. The Ural branch in this sense is an example of how the achievements of academic science should be introduced into industry. I think that the creation of the Association for Scientific and Technical Cooperation between Russia and China and the signing of the agreement will allow us to learn from Chinese science the experience of the extremely successful introduction of scientific achievements into the high-tech industry. China shows an example of how to properly position scientific results in front of investors. In this sense, I believe such an agreement would be particularly useful.

On the creation of similar associations in other regional branches of the Russian Academy of Sciences

- If the experience is positive, then it can even be replicated in some other regions. In general, similar initiatives are already being developed in the Far East and Siberia. By an example of supporting the initiative of the Ural branch in the case of the creation of the Association for Scientific and Technical Cooperation between Russia and China, the RAS wants to show that it very much welcomes such initiatives from regional branches. It is very good that they themselves take the reins of government. China is a huge country, there are enough contacts and connections for everyone. I believe that such cooperation in terms of regional interaction should be supported.

On the meeting with the management of the Ural Mining and Metallurgical Company

- We also visited the Ural Mining and Metallurgical Company today, had a very detailed and detailed discussion with Andrey Anatolyevich Kozitsyn, who is one of its owners. The Ural Mining and Metallurgical Company is simply a fantastic enterprise. She invests a lot in science and education, has created her own Technical University. This is an excellent example of the very qualified customer that science expects from industry; a customer who sets tasks for science. We discussed future interaction and outlined plans for joint cooperation. I believe that this is a company of the future, working very actively to attract scientific and educational resources. I was very impressed by how they organized their work, how they built their infrastructure and the infrastructure of the city in which they are located - there are absolutely fantastic museums here - the automotive museum of the 20th century, the museum of weapons!   • The founding congress of the Russian-Chinese Association of Medical Universities (RCAMU) was held on July 1, 2014 in Harbin, China. The co-founders of RKAMU were the First Moscow State Medical University named after I.M. Sechenov and Harbin Medical University.     This event was preceded by a lot of preparatory work. It began in 2013 with a visit by representatives of the leadership of Harbin Medical University to the First Moscow State Medical University. Until now, such cooperation has been carried out without thematic strategic planning, was only periodic in nature and developed mainly at the expense of the nearby regions of Russia and China. And even among Russian medical universities, scientific projects have not yet been coordinated, which led to duplication of work and irrational use of funds.

    The Association is called upon to expand this process as much as possible geographically, streamline it in terms of content, make it open, transparent, understandable and attractive to all participants.

    Historically, this event was preceded by the most important foreign policy event in the life of both countries - the Shanghai visit of the President of the Russian Federation V.V. Putin. Anticipating it, he described one of the vectors of Russian-Chinese cooperation as follows: “It is important for us not only to trade. It is necessary to form strong technological and industrial alliances... Jointly promote scientific research and humanitarian ties.”

    It is very important to transfer the current practice of bilateral ties into the mode of multicenter strategic cooperation. This will facilitate the search for partners and specialized research bases. And the various stages of scientific research, the implementation of their results in healthcare practice and the testing of medicines will allow them to be carried out simultaneously in several centers.

    Now, within the framework of agreed thematic areas, the unique scientific potential of domestic scientists and the advanced material and technical base of laboratories and clinics of both countries will be able to connect. As a result - a wide range of cooperation: from high-tech scientific developments to academic exchange and joint educational programs.

    The Association's project found support in the Ministry of Health of Russia and in the Ministry of Education of China. The founding universities selected strong teams of interested and motivated organizers, developed the Charter of the RKAMU and the Memorandum on its foundation, and carried out a lot of information work. And already the first months of the Association's work showed the most keen interest in the project in the scientific and pedagogical communities of both countries.     The development of Russian-Chinese tourism is a strategic mission of the World Without Borders Tourism Association.

    Since 2002, the World Without Borders Travel Association has consistently built a mechanism for interaction and ongoing cooperation with national tourism administrations of other countries, their representative offices in Russia, foreign professional associations of tourism companies and tourism industry enterprises in China, Japan, Turkey, Finland, Poland, Korea, India, Iran and a number of other countries, including through the conclusion of relevant bilateral partnership agreements. Since 2015, China has been identified as the leading market for inbound tourism to Russia as a priority for the Association, and the work of the association has focused on this market.

    The World Without Borders Tourist Association pays special attention to the activities of its members in organizing between Russia and China on the basis of the year signed in 2000. Over the years of work in this area, the World Without Borders Association has created and fine-tuned an effective mechanism for receiving tourists from China, which includes a unified automated system for registering tourists, information support for tourists, a network of representatives meeting and seeing off groups of tourists in border control zones.

    With the assistance of World Without Borders, for many years a unified national exposition of Russia has been organized at international professional forums in China and presentations of Russian tourism resources at exhibitions in Beijing, Shanghai, Kunming, Guangzhou, Hong Kong and Taipei with the participation of Russian Embassies and Consulates General.

    In order to develop Russian-Chinese relations and for more effective interaction in the tourism sector, the heads of the Russian Federation and the People's Republic of China declared 2012 the Year of Russian Tourism in China, and 2013 the Year of Chinese Tourism in Russia, many events within which were organized with the direct participation of our association. In particular, since 2012, it began its work, which has become a central platform for discussing the prospects for cooperation between Russia and China in the field of tourism, a meeting place for representatives of the Russian and Chinese tourism businesses, authorities and public organizations, a platform for expressing the opinions of leaders of the tourism industry and international experts. .

    In 2014, a project was launched to present the image of a modern tourist Russia, ready to offer unique tourist routes and products to guests from China. And to make Chinese tourists feel as comfortable as possible when visiting our country, the World Without Borders Travel Association has introduced a system of voluntary certification of services for accommodation facilities, museums, shops, restaurants, transport companies and tour operators to meet the requirements of Chinese tourists.

    On May 24, 2014, the Declaration on the establishment of the Russian-Chinese Association of Economic Universities (RSAEU) was signed at the St. Petersburg State University of Economics.

    The Russian-Chinese Association of Economic Universities is a non-profit organization that unites economic universities in Russia and China on a voluntary basis.

    Creating an educational and scientific platform for higher economic educational institutions in Russia and China, joint work on educational and scientific projects at the international level, improving work efficiency, sharing experience and academic exchange are the main goals of creating the association.

    The official agreement on the establishment of RCAEU was adopted in November 2013 in Beijing by the heads of leading economic universities in almost all provinces of China, and on the Russian side, except for St. Petersburg State University of Economics, by the heads of 13 largest economic universities in the country. The RKAEU began its work from the day of signing the declaration adopted at the Constituent Assembly of the association on May 24, 2014. The declaration was signed by the chairmen of the Russian-Chinese Association of Economic Universities - Rector of St. Petersburg State University of Economics Igor Maksimtsev and Rector of the University of International Business and Economics Shi Jianjun. The Declaration consolidates the general agreement of the co-founders to establish RKAEU and conduct joint fruitful educational and scientific activities on an equal footing for the benefit of Russia and China.

    The permanent secretariats of the association were created on the basis of the St. Petersburg State University of Economics and the University of International Business and Economics (Beijing).
