Cooperation Agreement

For technological and legal support information interaction in the provision of public and municipal services and the performance of state and municipal functions in electronic form through the use of SMEV by the Regional Participants of information interaction, it is necessary to conclude agreements on interaction in the provision of public services and the performance of public functions in electronic form with the operator of the RSMEV.

The condition for concluding an agreement with the RSMEV operator is mandatory for the authorities state power and local governments.

Communication channel organization

The organization of the communication channel includes the installation of the VipNet software and the configuration of the Internet channel.

To connect to the system of interdepartmental electronic interaction in LSG, workplaces must be configured in accordance with the requirements specified below

VipNet software can run on IBM-compatible computers with at least two network interfaces. The requirements for hardware and software are as follows:

  • processors - at least Pentium IV with a clock speed of 2 GHz and higher
  • RAM 1 GB minimum, 2 GB recommended
  • at least 1 GB of free hard disk space
  • operating system - Microsoft Windows XP SP3 (32 bit) / Server 2003 (32 bit) / Vista SP2 (32/64 bit) / Server 2008 (32/64 bit) / Windows 7 (32/64 bit)
  • Firewalls (also called firewalls) must be disabled on the computer
  • there must be no software NAT devices on the computer
  • install anti-virus software on the VipNet server
  • all software must be licensed

To access the network of the RSMEV operator, it is necessary to provide a permanent connection to the Internet with a channel bandwidth of at least 512 kilobits per second (there is no actual access speed limit, but the speed of access to information systems will be faster with increasing channel bandwidth). It is required to be able to connect VipNet directly to the ISP's network equipment (for example, to a modem), this is due to the fact that work through a proxy server with the address translation function (for example, MS ISA Server) is not guaranteed.

Epov Evgeny Yuryevich - commander of the assault squad of the 23rd special forces detachment of the Ural Regional Command of the Internal Troops of the Ministry of Internal Affairs of the Russian Federation, sergeant.

Born on October 4, 1988 in the village of Milgidun, Chernyshevsky District, Chita Region, now Trans-Baikal Territory. In 2003 he graduated from the nine classes of the Milgidun secondary school, in 2006 - with honors from the Chernyshev vocational railway school No. 20, having received the qualification of a rolling stock repair and maintenance mechanic.

In 2006, he was called up for military service in the Ozersk division of the Internal Troops of the Ministry of Internal Affairs (MVD) of Russia. Upon completion of military service, since 2007 he served under a contract in the 23rd special forces detachment (military unit 6830) of the Ural Regional Command of the Internal Troops of the Ministry of Internal Affairs of Russia, stationed in Chelyabinsk. He served as an assistant grenade launcher, flamethrower, commander of the assault squad of the 23rd Special Forces Detachment "Obereg". In October 2009, following the results of qualification tests, he received the right to wear a maroon beret. Repeatedly performed service and combat missions in the course of counter-terrorist operations in the North Caucasus region. During his service, he studied at the correspondence department of the Chelyabinsk branch of the Ural state university ways of communication.

In November 2011, the commander of the assault squad, Sergeant Epov, was sent on another business trip to conduct counter-terrorist operations in the Republic of Dagestan. January 27, 2012 took part in special events to search for and eliminate a bandit group in a forest in the Kizlyar region of the Republic of Dagestan. As part of a group of special forces soldiers, he accompanied the operatives of the Federal Security Service (FSB). In the course of reconnaissance and search activities in the forest between the village of Chernyaevka and the Ukrainian farm, units of internal troops discovered a carefully disguised base of militants and entered into battle with them.

Commanding the lateral patrol, E.Yu. Epov assessed the situation and dispersed the personnel to firing positions. The bandits repeatedly tried to break through the battle formations of the special forces. E.Yu.Epov confidently led his subordinates, he himself conducted aimed fire at the enemy. The militants, throwing hand-held fragmentation grenades at the positions of the special forces, made another attempt to break through. At the critical moment of the battle, when the fire of the militants became especially dense, several commandos received shrapnel wounds.

Not giving the militants the opportunity to approach the wounded, E.Yu. Epov rushed to the aid of his comrades, covering their evacuation with fire. At this time, he noticed how a hand grenade fell next to the wounded soldiers who could not take cover from the explosion. Without thinking, he shouted "Grenade!", and covered her with his body. The next moment there was an explosion. The special forces who came to the rescue evacuated the wounded from the line of fire and completely destroyed the bandit group.

Only after the battle did it become clear that E.Yu. Epov, at the cost of his own life, ensured the fulfillment of the combat mission. In this battle, the special forces detachment suffered significant losses among the military under the contract: in addition to E.Yu. Epov, sergeant D.B. Kozlov, junior sergeant E.G. Malov and corporal A.A.

He was buried in a cemetery in the village of Milgidun, Chernyshevsky District, Trans-Baikal Territory.

By the Decree of the President of the Russian Federation of April 28, 2012, for the courage and heroism shown in the performance of military duty in the North Caucasus region, Sergeant Epov Evgeny Yurievich awarded the title of Hero of the Russian Federation (posthumously).

Dozens of grenades fly from their side. Two commandos are killed, three more receive severe shrapnel wounds. The fire from their side is weakening. The bandits are trying to take advantage of this: they want to break out of the encirclement through the positions of the wounded special forces, finish them off, and at the same time use their weapons. Sergeant Epov hits the militants with dagger fire, preventing them from approaching the wounded comrades.

At this moment, a hand grenade flies from the side of the breakers and falls next to the wounded commandos, who could not hide from the explosion. Sergeant Epov shouted "Grenade!" and covered her with his body. The next moment there was an explosion...

The special forces who came to the rescue completely destroyed the bandit group. Only after the battle did it become clear that Sergeant Yevgeny Epov, at the cost of his life, ensured the fulfillment of the combat mission and saved his comrades from death ...

A couple of years ago, under a contract, Evgeny Epov got to serve in Chelyabinsk, in the 23rd special forces detachment. One of the first he received maroon beret. Zhenya was even shown on Channel One in a story about the army.

He was the main merry fellow with us, - recalls the political officer of the detachment Semyon Vyacheslavovich Sharapov. - During trips to Dagestan, he participated in KVN games between fighters: without humor in hot spots it is very difficult. And when he stayed in Chelyabinsk, he took care of the families of his comrades who were on business trips. Visited their parents, helped with the housework, if required.
From his homeland, from Transbaikalia, his bride went for Yevgeny. She got a job as a school teacher. After they got married, they received official housing. Zhenya loved his wife very much and protected him from prying eyes, he hardly even showed his friends. I received at the same time higher education at a technical university. There were a lot of plans for life ...

And he knew well the words of Christ from the Gospel that there is no greater love than to lay down one's life for friends. To a person who has accomplished such a feat, God gives eternal life ...

Four people and one date of death - January 27. The plane with the bodies of dead soldiers landed in Chelyabinsk at 8 pm. Despite the severe frost, the thermometer dropped below minus thirty, several hundred people came to meet the fighters: comrades, relatives, friends. Before that, the ship landed in Orenburg, where the body of Yevgeny Sadchikov was handed over to relatives. Video footage from November 2011 shows him holding the unit's banner. Alexander Poryadin, commander of the Ural Regional Command of the Internal Troops of the Ministry of Internal Affairs, said: “One of our servicemen covered a grenade with his chest and died. Two servicemen were mortally wounded and died on the spot. One subsequently died after being wounded in a helicopter.”

After parting, the body of Yevgeny Epov was sent to the Chita region, and two South Urals residents - Denis Kozlov and Yevgeny Malov - were taken by an honorary escort to their relatives in the Ozerny village of the Bredinsky district and in Kasli.

By presidential decree, Sergeant Yevgeny Epov was posthumously awarded the title of Hero of Russia.

New combat mission

Another business trip for Eugene was a trip to Dagestan. It was November two thousand and eleven. His detachment was to take part in the counter-terrorist operation, the cleansing of militants. They were sent to where on the twenty-seventh of January, two thousand and twelve, they entered into battle with a group of militants. The case took place in a forest, the bandits were hiding from the law there, but were discovered by special forces.

The feat of Evgeny Epov

Epov Evgeny Yuryevich, whose photo you can see in this article, commanded his detachment. He dispersed people, trying to detain the militants who wanted to break through the special forces.

Epov Yevgeny Yurievich, commanding his people, he himself opposed the bandits. The militants threw grenades, which at one point caused many children to be injured.

Eugene, the oldest of the guys in his group, went to the aid of his wounded comrades, not letting his opponents near them. He, shooting back, moved closer and closer to his guys. Suddenly, the militants threw another hand grenade towards the wounded commandos. Eugene, without thinking for a long time, rushed to her. But having appreciated the fact that there is simply no time to discard it, he fell on her. Thus, Eugene saved a lot of guys by covering the grenade with himself, taking all the power of the explosion on himself.

In addition to Zhenya, three more guys died in this battle, four were seriously injured, but survived.

Help arrived in time for the soldiers, carried the wounded to a safe place and completely destroyed the rest of the bandit group.

After everything was over, it became clear that Epov, at the cost of his own life, helped to fulfill the combat mission assigned to them. Within one day, the troops of the Ministry of Internal Affairs lost their best fighters.

At the time of his death, Eugene was only twenty-three years old. He was buried in the cemetery of his native village, where Zhenya's mother, Kozhukhovskaya Valentina Ivanovna, currently lives. For her, the loss of her beloved son was the tragedy of her life.

The funeral took place on February 3, 2012. Near the school where Zhenya studied, a monument was erected in his honor. Epov Evgeny Yuryevich, whose biography is so short and sad, became a hero not only in his village, but throughout Russia. In Chita, a stele was erected in his honor next to the inhabitants of the Trans-Baikal Territory.

For the courage, courage and heroism that Yevgeny showed on his last battlefield, by decree of the President, he was given the posthumous title of Hero of Russia. This decree was signed on the twenty-eighth of April, two thousand and twelve.

In July of the same year, a ceremony was held in the garrison house of officers in the city of Chita. Valentina Ivanovna - Evgeny's mother - was given the Gold Star medal. This medal is a sign of special distinction of the Hero of the Russian Federation. The medal was presented by the governor of the region and the chief inspector of the command of the troops of the Ministry of Internal Affairs.

The name of Eugene was forever entered into the twenty-third combat detachment, in the ranks of which he went to Dagestan. Memorial plaques in memory of Yevgeny Epov were placed at the school where he once studied, and at the Chelyabinsk Institute of Communications.

The whole country mourned the loss of its citizen. Many people in Russia know about his feat and remember.
