In the 90s, he criticized the leadership of the capital, but not only retained the post of governor, but also received the authority to rule in the Far East entrusted to him. Viktor Ivanovich, three years have passed since you left the post of presidential envoy to the Far East. How do you remember that time?

I've spent my entire adult life here. Khabarovsk on best places and did not change high positions in Moscow, although I was offered even when I worked at the factory. I thought that here, in the Far East, I would be of great benefit. Yes, and my work, for the most part, is a way of life - to build something, to create. I am a shipbuilder by profession, so construction is close to me. Even now, at Rosneft, my scope of work includes supervising and coordinating projects in the Far East, and this is to my liking. I'm doing the same thing I've always done. Only under a different bias and more realistic.

The stages of the leadership of the region - 18 years of the governorship and 4 years of the plenipotentiary - were quite difficult and serious. For me, it was a process of becoming, and in fact - the whole life. I don't look back. And I will never be without a job as long as I live.

You have a rich work history. We started our journey as a welder. Viktor Ivanovich, is it more interesting to be a welder or to manage a territory, to create conditions for a large number of people to live?

It is interesting to be an expert in your field. My own dignity did not allow me to be the worst. That I was not the worst welder, that the governor, that the plenipotentiary. Therefore, it does not matter what people say about you, it is important how you feel about yourself. I never aspired to high positions. I also worked as a welder with pleasure, I moved to leadership positions thanks to the "efforts" on the part of the party bodies. As director of the plant, he did not seek to become officials. I tried to get away from it, but it didn't work. As a governor, I thought that I would finish it until 2012, but, unfortunately, the entire first call was changed, and we were pushed quite firmly. I believe that leaders know better, and if you are assigned a job, you should be useful for the benefit of everyone.

"Get to work, now we need it"

- Viktor Ivanovich, you were appointed head of the regional administration in 1991. Tell me how it was?

I wrote about this in my first book "Special Region of Russia". I created it on emotions, since by that time I had made many statements, maybe in some way erroneous, but I agree with most of them now.

The fact that I was appointed head of the territory, I learned seven days later. They invited me to Moscow to discuss this issue, and the conversation was rather tough. After reading the decree, they said: Ishaev has been appointed. Valery Vyacheslavovich Litvinov, chairman of the regional executive committee, who was present at the conversation, was delighted, began to congratulate, and for me it was a big surprise. I was surprised: how is it that they did not agree with me?

I went to the reception, wrote a statement stating that I was refusing this position, and gave it to Valery Antonovich Makharadze - he, as deputy prime minister, was then responsible for working with the regions. Valery Antonovich read my application, crumpled it up and threw it into the trash. After that, he dialed the direct number of Boris Nikolaevich, who was right there, in the White House, on the third floor, and told me: "Let's go." I remember that Boris Nikolaevich was so tired and said to me: "We know you, you were successful as a plant manager." And the plant at that time was part of the state construction system and, following the results of 1998, was listed on the VDNH honor board, so the surname sounded. So he says: "Get on, work, now we need it." I was brought up as a person who understood what the state is and was proud of it. I couldn't refuse the president.

I returned to the region on November 7, and there was a collapse - the Southern microdistrict froze, indignant people blocked off Krasnorechenskaya and Suvorov, no one was going anywhere and no one was going. Kudrov went there, but the people do not perceive him, although he sincerely tried and was a responsible leader. They shout: "Let's bring Ishaev here." And I lived in that area all my life, and my apartment at the 56th school froze just like everyone else. Arrived, people are indignant. First of all, I ordered to clear the road, and after that I called everyone for a conversation in a day.

I had to call all the leaders, organized the work overnight and restored everything in three days. But all this time no one left their jobs. Then Novozhilov, the commander of the Eastern Military District, helped - he organized the work of field kitchens so that people in whose houses electric stoves did not work could get hot meals, find Kindergarten, where it was more or less warm, and gathered all the children there. Then prompt measures were needed, it was necessary to mobilize ourselves and mobilize people. And we got through it.

It is known that you were one of the few governors who was not afraid to speak sharply about the actions of the country's leadership in 1993. How do you assess your position now? Was she correct?

At that moment, my attitude towards Boris Nikolaevich Yeltsin became ambivalent. On the one hand, it is unacceptable to shoot at the White House under foreign video cameras, to dishonor the country. I could not understand this, and later I asked: "Boris Nikolaevich, did you really want to kill people?" And Khasbulatov then occupied some completely incomprehensible position. I said, if you cannot agree peacefully, then join hands together and both of you resign. Of course, at that time it was a rather tough statement, I was then supported by the governor of the Irkutsk region and the governor of the Novosibirsk region. After they were both relieved of their posts, and they put me in sight. Over time, I realized that Boris Nikolayevich could rise above petty matters and knew how to find solutions in favor of the cause.

Some time later, before the presidential elections, Yeltsin arrived in the Khabarovsk Territory and here he signed a decree and a program for the development of the Far East, giving it the status of a presidential one. It was the only territorial program with such a status. The president then made many reasonable decisions concerning the Far East.

The construction of the bridge - it is customary to call it modernization, but in fact, there was no modernization. They built new supports, a new span. After all, the trains were crawling, above and below there were concrete beams connected with wire so that the train would not fall. When the concrete was destroyed, only traces of reinforcement were found, everything was so worn out. If not for the lower tunnel, we would be in a difficult position.

Just then, in 1996, the first kilometer was assembled, and we showed it to the president. And he's a former builder. He was greatly impressed by the scale of construction and the pace of work. Therefore, largely thanks to the support of Yeltsin, in 1998 a railway crossing was commissioned, and in 1999 automobile traffic was launched. Construction was very serious. We calculated that at that time its cost was 800 million dollars. Literally in seven years, a new structure was built, which became a serious contribution to the development of not only the Khabarovsk Territory, but the entire Far East.

"For the development of the Far East, sums of decisions, reasonable heads and hands are needed"

On the issue of development. What needs to be done to make investments go to the Far East? Is there any algorithm to solve this problem?

I have always said that there is no program for the development of the Far East, there is a program for the development of Russia in the Far East, since this territory has been solving state problems for centuries, fulfilling a strategic and geopolitical mission. And she has always contributed to the development of the country not only to the extent possible, but even more than the average Russian level.

In the 17th century, 10.5 million people lived in the country, of which 3% were in the Far East. But these 3% gave to the treasury 10% of its income. Today, the Far East is 4.2% of the population of Russia, and we give more than 5% of the gross domestic product. But at the same time, we live at about 0.8-0.9% of the all-Russian indicator.

To develop the Far East, money and people are needed. If we talk about money, then no one expects that the state should give everything. Here it is necessary to develop conditions for business. At the same time, the state should become the core, the multiplier of the process.

We calculated how much the center gave investments to the Far East from 2009 to 2012. The amount turned out to be small - 577.8 billion, which is about 140 million rubles a year. We were able to attract 3.7 trillion. Now this multiplier has developed.

The Institute for National Economic Programming of the Russian Academy of Sciences calculated that in order for the Far East to reach advanced development by 2025, 10.6 trillion rubles are needed.

The economic effect is not invented, it is calculated. Now the creation of ASEZs is underway, the program "Far Eastern hectare" is being implemented. There cannot be one comprehensive solution; a set of measures is needed, which in total will give movement forward. An enterprise is created, an investor invests money, and we offer support mechanisms - no taxes, except for personal income tax, regulated customs duties, even a mineral extraction tax is more benign. When a businessman sees this, he understands that he will certainly pay back the investment. We offered a similar experience back in 2005. With the help of the Novosibirsk Branch of the Russian Academy of Sciences, a project was developed for PTZ - integrated production and transport zones.

Today, TOP covers one enterprise and is being created where investments have already come. This is a good incentive.

- The similarity of TORs is described in your concept from 2001. In fact, nothing new, only the format has changed.

We haven't come up with anything new. We took the world practice, looked at the base on which this can be developed. For example, how can a gasification scheme be created? There is a deposit in Irkutsk, in Yakutia and on Sakhalin. All this should come together in one place. Where next? To China and be sure to be recycled. If we focus only on China, there will be no order. China is not Ukraine, we will not remove the pipe from there, and they will dictate the price to us. And we must have diversification here as a supplier.

There is a gas liquefaction plant in Primorsky Krai. This means that the gas must go through Khabarovsk to Primorye. Along the way - gasification of territories, industry: a fertilizer plant, an oil refinery along the Rosneft line in Nakhodka.

We presented the scheme for creating TOPs to Putin back in 2001, they were supposed to become the basis for development and spread to the entire Far East. And if now we start locally - let's do it, it's okay. Hectare? Let's give a hectare. But in addition to it, let's give support so that people can buy housing. We need sums of solutions. The idea itself is correct, and then - depending on what hands and heads it falls into. If reasonable, it will be useful. I really like the expression of Korolev, he said: "Everyone talks about our problems. Few know how to solve them, only a few know how."

"When we have elections, the weather is always windy"

Elections to the State Duma will be held this year. Who do you think should represent the Far East? What is the figurative portrait of this person?

There must be serious, solid figures who have already proven themselves, who can do something, who can come and show what they can, and not just throw some promises - we have a lot of promises. When we have elections, the weather is always windy, do you notice? Because with tongues they disperse the air so that it sways, poor, I don’t know how.

We had representatives from the Communist Party of the Russian Federation, who at first beat their chests, giving out promises, and then once - and there are none. We need those who will take care of the welfare of people, protect their interests, solve problems. You don't have to think people are stupid. They perfectly understand who can, does, and who is engaged in chatter. If a dirty and unwashed cleaning lady came to your house, and you expect her to put things in order, then you are mistaken, she will only make things worse. Therefore, we need people who have potential, you need to bet on them.

"You are understood when you start speaking like an adult"

You have worked with many leaders of the highest level - both when you were a plant director and when you were a governor. How did relations develop, how were issues resolved? Did you have to resort to any tricks?

In order to start talking to you, you have to represent something. If you are in charge of a region, you must set fairly serious tasks that will benefit both the region and the state. If you set tasks for a plant, you must understand what they will bring to the enterprise, the industry as a whole. And when you start speaking like an adult, they understand you. And if someone wants to brush it off, it will be extremely difficult to do so. It is necessary to win the authority of a serious, businesslike person, then attempts to push you away will not work.

- Were you dismissed?

Tried. But it didn't work. Sometimes they preferred to resolve the issue, only not to get involved. And sometimes - to understand.



When people talk about United Russia, I remember Gryzlov. In the office with him, they decided on the creation of a project " Pure water"It was decided. We received money for sports complexes, for the construction of roads. Only the obstetric building of the perinatal center cost 1.2 billion rubles, 560 million was due to United Russia. We resolved with him questions about the construction of housing for young people. I felt a real return. And he was interested. He came every year and said that every year I bring gas. And he asked why there is no gas on Sakhalin. I say: "You ask them on Sakhalin. Obviously, long distances" - "How much?" - "30-50 kilometers to pull" - "And how old are you?" - "Well, we built 1,200 kilometers of various gas pipelines on our own. Part of it was sold, all costs were repaid, all loans were returned, and another 6.7 billion were put into the budget, earned. "When we took the difference in costs in the tariff for Russia and ours, we had to pay extra 20%.

We worked constantly in crisis mode. And then the budget supported us. And then Kudrin said, the great reformer: "Guys, everything is taken into account in inter-budgetary relations. You will not have any money." - "Thanks a lot". This ended the program.

"China will always protect its interests"

- Was it easy to convince Vladimir Vladimirovich of the need for certain projects?

When Vladimir Vladimirovich became chairman of the government, the first territory where he arrived was the Khabarovsk Territory. Putin understood that Europe exists today, but development is in the Far East. Moreover, this fact does not replace the existing relations with European countries. But there you have to keep and fight, but there must be growth. You can not "squeeze from the squeezed."

And here we understand that soon the United States will lose the status of a superpower. Today in China, according to official figures, the population is 1.3 billion people. In India, 1.6 billion. If the gross domestic product per person becomes half as much, and the people - five times as many, then these economies will be incomparable. Already, China is ahead of both the European Union and the United States. Therefore, the development of the world economy is going on here, in the Asia-Pacific region.

But the Chinese are not easy partners. You cannot come to them and say: "We are friends, so give us funds for development."

China, without its own benefit, will not give anything to anyone, like any zealous owner. If there is a joint interest that will bring mutual benefits, then we can count on cooperation. "Friendship for a century" just does not happen. Although I have repeatedly said that thanks to Soviet troops China became China, we gave them the entire industrial base, we gave them the most serious engineering technologies, armaments, space, nuclear weapons. And practically free. Can our brother somewhere and put the question: "Guys, isn't it necessary to turn around somewhere else?" China will always protect its interests, and we will always protect ours. We lived in a powerful state, and now we need to consolidate and find any way to solve the difficulties.

"We are not the most shy, we can scare someone ourselves"

Competition between the Khabarovsk Territory and Primorye is constantly heard. What does Khabarovsk lack in order to get ahead of its neighbors?

The competition between subjects was and remains. Primorsky Krai has an economic structure that works in any crisis: transport, trade, ports, and so on. The Khabarovsk Territory has industry. In addition, our defense sector was larger than in the rest of the Far Eastern territories combined. In the late 90s, almost half of the region's population worked for the military sector. And then defense enterprises began to collapse. I told Yeltsin that it is impossible to convert all 19 enterprises, let's figure out which ones to privatize and which ones to leave. Some had a very strong desire to privatize KNAAZ, but I canceled the decree - this enterprise had to be preserved. In difficult times, it didn’t do anything, even repaired trams. Later, they changed the director there and kept the enterprise, created a new technical center for the production of Superjets. And not because the plant is good, but because it met the requirements of an international corporation.

- Privatization took place in the "dashing 90s". Was it dangerous to work?

To be afraid of wolves - do not go into the forest. Yes, and we are not the most shy, we can scare someone ourselves. I am from the Far East. He lived most of his life on Zavodskaya, on 56th, and understood all these relationships. Orders were, and not one. They figured it out slowly.

- How was the development of the industry of the Khabarovsk Territory in those years?

It was very difficult to keep and re-equip the industry. There are few factories left - KNAAPO, Khabarovsk shipbuilding, which gave little, and Komsomolsk shipbuilding - God forbid that one steamer a year was handed over there. The rest of the factories practically ceased to exist, and stood up urgent problem- what to replace. We started mining precious metals. Most of the income came from gold mining. We were engaged in processing, switched to ore gold, to primary deposits, applied new technologies, even came up with gold bills - we did everything possible to keep the industry alive, to have taxpayers, because the economy had to be supported. We had an industrial base, mechanical engineering, a resource block, and a transport component. It was imperative to build BAM-2, to increase the throughput of the Vanino port. According to the project, the throughput capacity of BAM-2 is 12.5 million tons, the Trans-Siberian Railway as a whole is about 100 million tons per year. And if you create electric traction, then the amount of cargo transported will double, and there will be additional features. Together with Yakunin, we calculated that the loading of BAM by 2020 was to be 108 million tons. This is serious money, jobs, points of growth - this had to be understood and worked with every day.

When the embassy was created, Khabarovsk was the center of the Far East. If it were created today, then, of course, it would be in Vladivostok - Darkin had such manners. He even tried to transfer the command of the Eastern Military District to Primorye in order to strengthen the region and make it the center of the Far East. I don’t want to reproach him for anything - he fought for his edge.

We need to work for the good of the people. We see how the Far Eastern Federal District is losing population. When I worked, its number was 6 million 460 thousand, now it is 6.2 million. It is necessary to create such conditions so that people not only come here, but also stay here.

"The summit is not a multiplier... Jobs will appear - everything will come to life"

Viktor Ivanovich, you are one of those who promoted the Vostochny cosmodrome project. What benefit do you see from it to the Far East?

In 2009, President Dmitry Anatolyevich Medvedev told me: there are two powerful projects - the APEC summit in Vladivostok and the cosmodrome, they need to be taken under control. I arrived in Vladivostok on Russky Island - and there the grass is above the head and there is nothing. Aras Agalarov, very active and joyful, said: "I will build everything here." I told him: "Have you been here before? There are no construction facilities, no factories, no building materials, not even fresh water. You can only install here. Therefore, you need to review the entire project." Modular construction was familiar to him, and he quickly got his bearings. In the first year, sites were prepared, water was transported from the mainland by barges, sand from Korea.

At the spaceport - the same thing. There are no documents, no expertise, no building permits. It's good that at least they cut the grass around the foundation stone. Eight projects were covered, and there were only two permits. As a representative of the president, I could resolve certain issues, but I never intended to get involved in technical issues. There is an assignment, there are deadlines, and there are people who must fulfill them. As a result, the work was launched with a delay. Later, Rogozin took up this issue, because the customer, Roskosmos, was seriously lagging behind. The construction is colossal, politically and economically important. These are jobs, incomes, infrastructure. The spaceport will have an impact on everything: social sphere, roads and more. And then people with money will appear who will create trade and services here.

The spaceport here is a multiplier that multiplies all positive effects. It's okay that deadlines are missed. Korolev also said that our satellites and rockets will not fly by significant dates, they will fly when they are ready to fulfill their tasks, since these are people's lives, money and other issues. Better later, but better.

- Are there similar projects that can be implemented on the same scale in the Far East?

The summit is a political event, but it is not a multiplier. We must create conditions for investments that will generate income. The fact that bridges and roads have been built is good, but they do not bring income by themselves. Objects on Russian Island too. We need to think about how to benefit from this.

Sakhalin projects should be developed, but for the time being Sakhalin-3 has been stopped, although there is not enough gas for the Far East. It is necessary to continue the construction of the Irkutsk-Yakutia gas pipeline, and, of course, we need a second line of the ESPO oil pipeline. Those projects that Rosneft is implementing are urgently needed. For example, the Eastern Petrochemical Company, which will be located in the Nakhodka region, costs 1.3 trillion rubles, this is still in 2013 prices. There is a project to build a plant for the production of fertilizers, it is necessary to attract 7,000 workers to the shipbuilding complex. Plus, a number of projects will arise in the course of the implementation of these. Jobs will appear - everything will come to life. Such points of growth will give a full return to the economy and work for the benefit of people.

"When they talk about the sale of state-owned companies, they aim to get them for three kopecks and eat them up"

You just touched on the benefits of state-owned companies. Many speak negatively towards them. But with the appearance of large projects that only they can afford, growth points immediately appear and small businesses become more active.

Of course. I'll give you one number. year 2014. The federal budget is 12.5 trillion. Rosneft gave taxes 3.7 trillion. It is the largest taxpayer in which 70% of the shares are owned by the state, which is controlled by the state, and which carries out the policy of the state. Nobody discloses data on private business today. I'm not saying it's bad, and I'm not saying you shouldn't move. But the state can be a market participant and even create its own policy.

At one time we had 50% of the production capacity for bread. And they dictated the price. Because they understood that bread is not just a commodity, it is politics. And we controlled this issue, counted every penny, planned profitability, and the enterprises worked. Nearby in this area, business competed. Was it bad? This is what a competitive economy is all about.

At some stage, state corporations may exhaust themselves when a serious business grows, which will show the best results. Today, when they talk about the sale of state-owned companies, the goal is to get three kopecks for them and eat them up. What about the tax base? After all, what is privatization for? - increase efficiency. It is believed that the private trader will work more efficiently, more economically and with greater returns.

"The older generation proved that Russia cannot be broken"

Our conversation takes place on the eve of May 9th. In your time, you did a lot to make life easier for veterans, who are becoming fewer every year. I would like you to say a few words to them today.

The task of ensuring a decent life for veterans has been ours from day one. By the way, my father took Berlin as part of a reconnaissance company of a motorized rifle division, my father-in-law went through the entire war as a tanker, starting to fight as a senior lieutenant. Therefore, the fate of veterans is close. Later, while working at the enterprise, he always treated them with reverence. When I came to the level of the region, I had to solve many problems - pensions are small, there are practically no benefits. Introduced free public transport. Even before the 60th anniversary of the Victory, I spoke at the State Council and told Vladimir Vladimirovich: "Let's solve the issue of housing for veterans, because it's a shame to look people in the eye! And we don't ask for money, we'll do everything ourselves in the region." And we completely closed the problem with housing for veterans by creating a system of social homes.

A participant in the war is a status, it is a winner. This generation has proven to everyone that Russian state- this is a great state that it is impossible to break it. It "broke off the horns" of all these guys, under whom lay the whole of Europe, and who are trying to tell us something today. And these people should be treated accordingly. We bow to them and wish them good health for many years to come.
