School Entry Benefits

School enrollment benefits depend on the status of the parents whose children are planning to receive an education soon.

The main benefits that apply to all beneficiaries include extraordinary enrollment and the opportunity to enter a place other than a previously assigned one.

Children of military personnel

Benefits for enrolling in school in 2019 for children of military personnel of citizens provide for priority enrollment.

  • the rules for the admission of children of those parents who died while serving in the Armed Forces of the Russian Federation, received a disability, quit due to reaching the maximum age limit, or died within the first year after the reduction.

Regions have the right to make their own adjustments. For example, on the territory of the Nizhny Novgorod region, children of military personnel are in the second priority for admission.

Combat veterans

Education on preferential terms is completely identical, as for military personnel. If parents are endowed with the status, then their children can count on extraordinary enrollment, provided that there are vacant places in the educational institution.

Some educational institutions provide for the possibility of additional provision of free meals and school uniforms, but this should be fixed at the regional level.

Police officers

Benefits are provided in accordance with. Children of such citizens have the right to enter an educational institution out of turn at their place of residence.

Additionally, you can be denied admission (even on a general basis) in the absence of specialized equipment for their education.

The administration makes a decision regarding the possible enrollment in strict accordance with the recommendations of the attending physician. Disability can be established for various reasons.

For example, for visually impaired people of the 2nd group, it is necessary to use special means (not only the use of special glasses and contact lenses), but if we are talking about problems with the limbs, it is impossible to do without additional care.
Families with many children

Families with many children are not provided with privileges by federal law. At the same time, they can be approved by educational institutions independently or by the regional executive power.

Enrollment procedure

The procedure for enrolling a child in an educational institution is simple and is as follows:

  1. Initially, parents should choose the most suitable school for further application at their place of residence.
  2. With the developed Regulations of the rules for admission and other important information on the work of a particular institution, you can get acquainted directly with a personal appeal. On specially designed stands, you can study information about the availability or absence of vacant seats.
  3. Collection of the necessary package of documents.
  4. Submission of documents and waiting for the appropriate decision by the administration.

Information about administrative acts, as a rule, is placed on information stands or on the official website of the school.

The application form can be downloaded here.

School is the first important stage in your child's conscious life. It is she who gives him the necessary knowledge, allows him to socialize, learn to live in a team, and also choose the sphere of future activity. Therefore, it is necessary to take the most responsible approach to the issue of the child's admission to school, to understand all issues regarding this educational institution.

Such issues include the choice of a particular institution, and the rules for admission, and any legislative norms that will be in force in 2017. It is also important to pay attention to the benefits for entering secondary school provided by the state for certain categories of citizens. In this article, we will consider each of these issues in as much detail as possible.

Choosing the right educational institution

The first and most important question is the right choice of school. Today in our country there are not only general educational institutions, but also educational institutions with in-depth study of any subjects. Assess your child's abilities. It is quite possible that it would be much better for him to choose the second option. Otherwise, you run the risk of repelling all the desire for learning from the baby, making it boring and uninteresting.

For children who do not show special learning abilities or have a number of health problems, a regular school is the best choice. In the latter, mental and physical stress meet the general requirements.

In the process of choosing, pay attention to where exactly the educational institution is located. The ideal option is its location in the immediate vicinity of the house. If the child spends a lot of time traveling back and forth, he will be very tired and will not be able to concentrate normally on the learning process.

Do I need to prepare for school

Many parents ignore the need to take care of their children at home before entering school. Let's just say that this is a serious mistake. Yes, it is the responsibility of an educational institution to teach a first grader to read and count, but if you give him basic knowledge, learning will be much easier.

Today, a huge amount of literature for preschoolers is being produced, which can be a great start. Make time for your child, and his entry into the learning process will be as comfortable as possible.

What are the conditions for admission to the school

In 2017, admission to general educational institutions will be carried out according to the following rules established by the current legislation:

  • as before, children aged 6 to 8 are allowed to study in the first grade. If you think that your child is already ready to cope with the school program at the age of five, do not rush to send him to study. The legislation provides for exceptions for well-developed children, but they can enter school only after passing a special interview with an experienced psychologist;
  • According to the new rules, children are admitted on the basis of a residence permit. That is, the primary right to enter a particular educational institution will have a child living in its immediate vicinity. Each school now has a list of addresses that should be prioritized. Previously, we recall that the first to be enrolled were those children whose parents had previously submitted an appropriate application;
  • if the parents of the child choose a general education institution located on the territory of another municipality, then they can apply only after August 1. First, the institution considers the appeals of citizens living in the district (they have the opportunity to send children to school from March 1);
  • a general education institution may well require any documents on the registration of a child in the territory of a particular municipality;
  • admission of first-graders is carried out on the basis of an application. In addition, it is necessary to attach a whole package of additional documents to it, the composition of which we will discuss below.

Documents required for admission to school

The list of papers that are required to be attached to an application for admission to a school is usually determined by a particular educational institution. But in the vast majority of cases, it includes the following documents:

  • a copy of the birth certificate with an insert confirming citizenship;
  • certificate of passing a medical commission with the conclusions of doctors;
  • conclusion on all necessary vaccinations. Legislation today allows you to refuse them, but we do not recommend doing this, as there may be problems with admitting a baby to a kindergarten or school;
  • registration documents (not required, but the administration of some educational institutions insists on the need to submit them);
  • a copy of the civil passport of the legal representatives of the child (one of the parents or guardians).

Additionally, the educational institution may require other documents, so it is better to clarify information about this in advance.

School enrollment benefits

The state grants preferential rights to certain categories of the population. For example, benefits for admission to school are:

  • children, older brothers or sisters are already studying in a particular educational institution;
  • come from families of military personnel and law enforcement officials;
  • children from large families (3 or more children);
  • children whose parents died as a result of participation in armed conflicts or in the performance of their official duties.

Who else is eligible for priority admission to school? Beneficial categories also include children with disabilities or people from families in which another child with disabilities is brought up.

Hello, friends! Evgeniya Klimkovich is with you! Today's article is addressed to those parents who are raising three or more children. That is, large families, and those who are going to become them. Do you know what benefits are due to parents with many children when their children enter school? And you need to know about it! For no one will take care of us but ourselves. And you may not get quite tangible help simply because you don’t know anything about it.

In the article I will tell you about how the school and the state help me specifically, as a mother of three children. Before starting, I want to clarify that benefits may be different in different regions of the Russian Federation. I am responsible for my Lipetsk region and for my school. You can supplement the article with information about your region and your school by posting it in the comments. I will be very grateful to you for this. You look, so the whole world and make up a complete picture.

Lesson plan:

Transport

To date, of all my children, only the daughter of Alexander is a schoolgirl. She is in the fourth grade. And has the right to free travel on public urban and suburban transport. My two sons, Denis (he is a student) and Artem (he is still in kindergarten), do not have such a right. This is only for students.

In order to take advantage of this benefit, it is not enough to present a certificate in transport. You need to contact the social security authorities and issue a preferential travel document in the name of the child.

It is very convenient if you have to go to school every day, and then back again. Moreover, the fares are not so small.

Food

I knew that my child should have preferential meals at school. But, as it turned out, she knew far from everything. There was such a situation. In the first grade, Alexandra attended an after-school group, in the common people after-school. And when they started asking me for money for school food, I was extremely outraged. I already wanted to raise a storm, like: “You have no right!”. It turns out they have.

The fact is that kids from large families are really entitled to free meals at school. That is breakfast and lunch. But the free afternoon snacks that children are fed on after-school, no one promised anyone. So they had to pay for it. Now Sasha does not go to aftercare. And that's why we don't pay a dime for food.

School and sports uniform

Every year I receive compensation for sports and school uniforms. At the beginning of the school year, a certain fixed amount of money is transferred to my bank card. Of course, friends, this amount does not cover real expenses, but, as they say, thanks for that. All listings come from the school.

Performances for children

It happens that during the school year, the whole class goes to the theater or museum, or on an excursion. For them, this is a pleasure, and you have to pay for the pleasure! Parents pay. Everyone, except for large families.

For us, most of these events are free. Please note that most often, not always. You should definitely ask your teacher about the availability of such an opportunity.

School Security Payments

The fact that not only teachers, but also security guards work at the school today will not surprise anyone. And the guards receive their salary thanks to parent fees. It's called "donating money for protection."

To be honest, I don't sell them. Some people think it's rude to do so. But I thought, if the school gave me the right not to pay for security, like other large families, then why would I give up this right? In my opinion, this is stupid.

extracurricular life

It often happens that when a child goes to first grade, some sections, circles, music schools, etc. appear in his life. So it happened with us. Alexandra has been studying choreography at the Children's School of Arts for 4 years now. Education at the school is paid. But we, as a large family, have a 100% discount on payment. That is, we do it for free.

I want to clarify that for trips on tour, participation in competitions, tailoring of concert costumes, we pay on a common basis. The benefit only applies to education.

So, if you are going to enroll your little schoolboy or in a circle, ask about benefits for large families.

How to get school benefits?

In order to be eligible for benefits, you need to confirm your preferential status by submitting a whole package of documents to the school.

At the beginning of each school year, I bring the following “papers” to school:

  • a copy of the certificate of a large family;
  • copies of birth certificates for all children;
  • a copy of your passport;
  • certificate from the place of study of the eldest son;
  • a copy of the agreement with the bank in which I have a card;
  • certificate of residence (from the passport office).

The package of documents is updated annually.

Well, it seems that everything has been told. Now it's your turn) How are things going with your benefits and compensation? Tell me? We look forward to your comments.

And this video is from the Altai Territory. Just on our topic)

I wish you all the very best!

Hello kids, as always!

Always yours, Evgenia Klimkovich!

Families with many children will be able to count on support from the state

When a family has one child and two parents, adults most often manage to provide for themselves and their offspring without any problems. It is more difficult to cope financially with two children. But when three or more sons and daughters are brought up at the same time, she has the right to receive the status of having many children.

Thanks to this, adult family members will be able to count on support from the state, including material and financial. To obtain the appropriate status, you need to contact the social security authority at the place of residence. Together with the application and an identity document, you will need to present birth certificates for each child, possibly documents confirming their education in an educational institution.

After all, only the family where minors are brought up can be considered large. After obtaining the status, a cell of society is entitled to guarantees and benefits regarding payment for utility services, the purchase of certain goods, and so on. But do families with many children have benefits when a child - one or more - enters school?

What benefits are provided for large families when entering school

According to Article 43 of the Russian Constitution, every person in the country has the right to receive a general education. Moreover, a citizen is obliged to unlearn at least nine classes. The obligation to provide him with this opportunity is imposed on the parents or on other official representatives replacing their roles.

But the main thing remains the fact that, regardless of the financial situation of the family and the number of other minors, every child will be able to study at school. It turns out that he has no barriers to receive a secondary general education. Then does the future from a large family need benefits in principle?

In fact, in some families, the problem of sending a child to school is quite acute. The fact is that since 2012, gradually in the subjects of the country, such a provision of the Law on Education began to be adopted, which regulates the procedure for entering a school at the place of registration. In other words, which school is located closest to the official place of residence, the child should go there.

Of course, there will always be representatives of that category of parents who are sure that their son or daughter will not be able to learn anything at a particular school. And if earlier it was possible to send a child to any secondary educational institution, today it is unlikely to be done.

The issue is especially relevant at a time when gymnasiums and lyceums are gaining popularity in cities. As a rule, they are a modified high school, in which several sections for additional education have been added, where a team with an impeccable reputation has been selected and where they can provide services for an additional fee.

The prestige of education in such an institution is an order of magnitude higher and more noticeable than in a regular school. For this reason, parents will strive to send their child to a better place. But - alas! - The administrations of such establishments are unlikely to meet adults halfway.

Since Russian legislation does not establish a single norm that guarantees benefits for a large family when entering school. Obtaining a secondary education is not an inaccessible prerogative, in connection with which there is no support from the state.

If a parent really believes that his child should study only at a gymnasium or lyceum, and enrollment has already ended there, it is better to wait until next year and enroll in a preparatory group. Yesterday's kindergarten graduate will have time to complete the first quarter program in a regular school over the summer. And his chances of entering the prestigious MAOU will increase significantly. But the status of a large family will not play its role here.

Benefits for families with many children regarding the education of children in school

Measures of material support for schoolchildren from a large family

Despite the fact that a child with a large number of brothers and sisters will have to enter school on general terms, his financial situation during the period of secondary education will be supported by the state, or rather, by municipal authorities and protection departments.

Families with many children can count on a whole list of assistance measures if one of their children, or maybe several, is in school. Such support measures include:

  1. Free travel on public transport not only within your city, but also in suburban buses and trains. Parents also have the right to free travel around the city, but only those who study at a comprehensive school have the opportunity to ride to a neighboring city.
  2. Free meals - breakfast and lunch - on the territory of a secondary educational institution or a secondary specialized one. In this case, the educational institution itself must spend the funds on the provision of rations at the expense of internal funds. It is worth noting that this benefit applies only to receiving free breakfasts and lunches. For an afternoon snack on an extension, for example, you have to pay.
  3. Getting free school and sports uniforms at least once a year. Public organizations in a number of regions of the country go further, providing not only sets of clothes, but also educational supplies, backpacks, as well as elementary school electronics.
  4. Staying in a museum or other cultural institution is free of charge at least once a month.

As for the direct benefits upon admission, they apply only to those cases when the child is sent not to a secondary general education, but to a preschool institution. In such a situation, indeed, parents with many children will be a priority compared to the rest.

What documents to provide and how to apply for a number of benefits

How to get social support measures for large families

To receive measures of social support from the state, it is enough to contact the department of social protection at the place of residence. One parent must submit:

  • your statement;
  • birth certificates for all children;
  • certificates from the place of study of each;
  • certificate of a large family.

In some cases, only the last document may be sufficient. To get it, you need to contact the social security center or a multifunctional window and provide birth certificates for children, a marriage document, an extract from the house book, which indicates how many people and what age live in the same territory with the applicant.

As a rule, it takes less than a day to get certificates for a large family. After that, with this document, you can apply for the provision of other payments and guarantees.

According to Presidential Decree No. 431, members of large families have several more types of benefits. For example, more favorable conditions for obtaining a loan, obtaining a land plot, free medicines for children under 6 years old. However, the benefits do not concern the spheres of secondary general education so much. It is believed that it is absolutely accessible, and therefore everyone can get it.

This should also include employees equated to employees of the Ministry of Internal Affairs of the Russian Federation, these are:

  • bodies of the penitentiary system;
  • Federal Fire Service;
  • FS, exercising control over the circulation of narcotic and psychotropic substances;
  • customs authorities of the Russian Federation.

Also eligible for pre-emptive rights are:

  • children whose sisters and brothers are studying in the relevant general education institution;
  • a child (or several children) whose parent is officially employed in a given school (lyceum, boarding school).

Children of employees of the Investigative Committee of the Russian Federation, the prosecutor's office and representatives of the Judiciary are enrolled primarily in those educational institutions that have a boarding school.

The corresponding enrollment is regulated by two main legislative acts:

  1. 273 Federal Law "On Education in the Russian Federation".
  2. Order of the Ministry of Education of Russia under the number 32.

The preferential rights of children of employees of the Judiciary are regulated by the provisions of 3132-1 of the Federal Law “On the status of judges in the Russian Federation”, police officers - No. 3 (from 1 to 5, paragraph six of the part, article 46). Federal Law number 283 (Article 3, paragraphs 1-5, part 14) regulates the rights of children of persons serving in other bodies.

School Entry Benefits

In all cases, which we will give below, two benefits are provided: extraordinary enrollment and admission not at a fixed place. There are other details regarding the order.

Children of military personnel

Children of military personnel are enrolled first. Federal Law number 76 regulates:

  • enrollment at the place of residence of the family (it is said in article 19);
  • the admission of children of citizens who died in the course of service in the Armed Forces, received a disability, quit due to reaching the age limit for being in the army, as well as those who died within one year after dismissal (Article 24).

Some subjects of the Russian Federation have established the enrollment of military children in the second place, for example, the Nizhny Novgorod region.

Children of war veterans

Participants in hostilities are equated to military personnel. The children of these persons have the right to enter a secondary educational institution out of turn, provided that the school has free places.

Some institutions provide eligible students with two free meals a day and school uniforms, if provided.

Police officers

They are enrolled in the order of the fixed norm of the Law "On Police". Children of employees of the Ministry of Internal Affairs of the Russian Federation have the right to enter the 1st class out of turn at their place of residence. Cancellation can only be made if there are no vacant places.

For large families

This benefit is not provided for by the current legislation of the Russian Federation. Some schools in certain regions of the Russian Federation independently appoint extraordinary enrollment of children from the respective families.

If the mother is single

Officially, enrollment in general educational institutions without a queue is not established.

If the child of a single mother entered the 1st grade, then for the duration of the entire further education he is assigned another benefit - free meals (breakfast and lunch).

For a disabled child

It is carried out in a general manner. There are no benefits for eligible children. Refusal to perform an operation can occur in two cases:

  • there are no free places;
  • The school does not have the necessary equipment to serve the disabled.

The administration will make a decision on enrollment in accordance with the health of the child. Recognition of a person as a disabled person can be made for various reasons.

For example, group 2 for vision does not provide for the use of special means (in this case, only glasses or contact lenses are needed), but if disability is given by the absence of limbs, service is required.

The procedure for enrolling in a school

The procedure for registering children in general educational institutions consists of three steps. The first one starts with choosing an institution in your city.

The provisions of certain rules, data on personnel and achievements can be found in the course of studying the information fixed on the school website. Here, parents of future students can find out about the number of free educational places.

  • surname, name and patronymic;
  • place and date of his birth;
  • Name of parents (or legal guardians);
  • the address of the family's place of residence;
  • contact details - phone numbers of the mother and father (representatives).

We will discuss the documents below. Employees of the institution are obliged to acquaint you with the Charter and license, educational programs, rights and obligations of students. After submitting the documentation, the applicant is issued a registered list of submitted papers, certified by signature and seal.

The third step is to wait for a decision from the administrative body of the institution. Regulations are posted either on the school website or on a stand near its entrance.

Employees of the educational institution start a personal file for the student, the curriculum is determined in accordance with the state of his health, as well as psychological research (it is provided for by 14 Federal Law, 10 article of the third part).

What documents are needed

The submission of documentation can be non-standard (for beneficiaries) and general (for everyone else). The standard package contains the following papers:

  • full (main page and stamp with registration at the place of residence) photocopy of the applicant's RF passport;
  • birth certificate of the enrolled person (another document confirming the family relationship is also suitable);
  • - a card on the health status of the future student;
  • certificate of registration of the child at the place of stay or residence.

Citizens whose children apply for enrollment under a preferential program submit documentation confirming pre-emptive rights.

Police officers and employees of other established bodies, for example, present a certificate of official employment in the relevant services. In the event of the death of an employee, a certificate of loss of the breadwinner.

Application deadlines

Heads of educational institutions consider the application within the period established by the current legislation:

Federal Laws provide for the possibility of children of citizens belonging to certain categories to enter general educational institutions out of turn. There are two differences from the standard enrollment:

  1. Other papers are attached to the general package of documents, indicating the preemptive rights of the child.
  2. Registration is carried out not only by permanent registration.

Refusal can only occur due to a lack of training places.
